Tho Wilmington Journal is surprised at "this attempt to maka a private arrangement 'with'bne roid,' when three others-Rich? mond, and Danville, Wilmington and Weldon and Atlantic and North Crrolina Railroads-wore equally interested, and if this great work is to be rented, it would havo commanded a much greater price nt " pnbli^ potion'.'* j An enterprise; destined to' haye an im? portant influence in developing tho re? courons of tho South ls now being pushed to completion. Port Royal, S. C., and . Augusta, Ga., 110 miles apart, ufo to be cooauected by ? railroad,' whio? ,has been ' fl?rvcyed, J contracted for,.'and partially co?stnlctod. ,, Tho former place contains incomparably the finest harbor on the Southern Atlantic Sea-board, Whioh has 'been Buffered to l?o too long unemployed and comparatively unknown.'. Vessels drawing twenty-two ' feet of water can ' enter it, and. wi th iu, til o ampio estuary of ' Broad Rivet, th'6'united' navies of the world might ride at anchor. The pro ?coted railroad will, it is anticipated, iring thither no small part of the pro dace of the Southern and South-eastern States, 'and even of thc Pacific coast. It will also, become nu important cotton mart, having in this respect signal ad? vantages over Charleston, Savannah, aud Mobile, whoso harbors are closed to ves? sels of ordinary draught, and therefore scarcely worthy of tho name. The completion of the railroad will witness the foundation of what will pro? bably become a prosperous city, and per? haps the most important port of tho South, with the exception of Now Or? leans. Its Bite will be not far from tho town of Beaufort, and it promises to become a moro congenial piuco of resi? dence for Northern men thun most of tho Southern towns. Northern capital will build it, as Northern capital is now build? ing the projected railroad which is to conned it with Augusta, and to tho same agency the South may yet be indebted for a sea-port equal in importance to tho great city which Jefferson once antici? pated would grow up at Norfolk. lN~eto York Sun.
