To the Delegates of the State Agricultural Con? vention, to be held al Columbia, S. C., on the 28th instant. GENTLEMEN : Observing a notice or cal! for a convention of our State, the object of which is announced to be thc promotion of its agricultural interests, I hasten to tender to the Convention nay hearty approval of the movement. I deem it of moro signifi? cant importaucG than any other assemblage that could be made. The material interests of our State-in othor words, the iucreaso of our means whereby tho people of the commonwealth may be able to add to their substance-is uow, and is to be, the best plan for a healthy ?cCOustiuciiuu u? tho ?oncheru States that can possibly b.> .lesired. Hnd I the power to shape tho political mind of South Curo lina, the platform would be a material or industrial policy. I should consult the ways and means whereby the largest result might be obtained in housing, feeding and clothing the population, educating the chil? dren, and acquiring the wherewithal to set them up in lifo when grown to manhood and womanhood. This, if carried ont, would be most certain to result in the largest de? gree of social and political content. It would be a platform upon whioh every sensi? ble citizen, of whatever race, color or pre? vious condition, could sympathize with every other citizen. I have often thought that, in caso our population, instead of in? dulging in past theories, or mopiugover the changes of our industrial arrangements, could be persuaded to adopt a material policy, and make the increase of produc? tion and the more vigorous development? of our resources the absorbing political idea, we would not only increase the wealth of the State in a manifold degree, but super? sede almost immediately the ncerbity of temper that springs out ?f that species of partyism that aims at mere preferment to office. Thero is nothing I so much desire .is a common platform on which the popu? lation io tho State can stand together, work together, vote together, with full and cor tain knowledge that all are laboring for the . mutual and common benefit. Two or three years since, it was asserted, in one of the most influential journals of New Eugland, that "the leading statesmen of America would hereafter come from the South." Purdon in me tho ambition that this prophecy should be fulfilled. That it will be, I have little doubt. Our coudition ts such that it will oom pol us to a course of public ?uni private economy, which is the starting poiutof healthy thrift. At the North, there has been a seeming plethora of wealth, but attended with such contrivances for disparity in its distribution, .is to create wide-spread discontent among the producing classes. In the South, we are less subject to the processes that in the North are bleeding tho pro iuciug iudustries for the benefit of non-producing capital. In the South, after tho war, we started poor, but have been growiug richer. lu the North, the people started seemingly rich, b.it, with the exception of a favored class, the common people are having their sub stance eaten out under :i system of false ! oublie economy, and are growing poorer. It will behoove the South to avoid imitation of the vicious arrangements in the business relations that ure now depleting the iudus? tries of the ?North. Ou ono subject, I deem it my duty to *peak frankly; it should be made the settled practical policy of every | Southern State to invite, by the most sig? nificant liberality, the producers of the North. Let it bu known and demonstrated that this class will be welcomed, fellowship? ped and respected, and we shall have thc industrial classes iron.- the North and from Europe by the millions. South Carolina, like the other States of the South, must be the artificer of its own fortunes. It has it in its power to attract population of the must, useful charaoter. It is needless to say that the .Southam State, which is most li beru 1 in its generous courtesy to such us may come among us, will be soonest on tbe road of great and permanent prosperity. I hope it will not be deemed out of place for me to urge the necessity for inculcating a popular disposition to forego imitation in tho habits of extravagant expenditures in j living. Dur products of the South have a ! wide and certain market, nud the demand is increasing, but we need all the .surpluses that are possible to be saved beyond the ex penses of production and the subsistence of our population. Oue yeur of extremo fru? gality in the habits of our people will do moro to inaug?rate a bnsis of permanent prosperity thnu five years accompanied with prodigal expenditure. It is a wise people who know how to stop expenditure where comfort stops and prodigality begins. It behooves the South to commence the example of private economy, and it will be well if all classes can be influenced to join in inakiug it fashionable. The result would bo a feel? ing of congratulatory pride in the con? sciousness of increased thrift, instead of the poor vanity that seeks a delusivo gratifica? tion in ostentatious show. It would require but a few years of well understood and sen? sible policy iu the South to make the South? ern States the favored seats of capital, en? terprise nud permanent wealth. While I would abstain from any expression of clan? nish sentiment, I would urge that South Carolina mnst net with'reference to her own interests, and the incidents by which they may be promoted. Whilst I desire that tho people of the State may not be outdone iu their future pride of belonging to thc great? est nationality on the globe, I ns ranch de? sire that they may be among the foremost in advancing tho sentiineuts, policy and measures that will contribute most to thc common welfare of tho whole country. In tho market, in the street, ii the store, in the public hall, in the pubii office, in the dwellings-not only of tb humble, but of the better classes, so-called One meots with spit, spit, spit, in pool everywhere, even in the churches. Go int a public hall, and from the entrance to tb rostrum one is compelled to almost wad through it. It is absolutely disgusting. Clerks, in some of our largest stores, ar furnished with spittoons, and while waitini upou ladies, they are breathing the fume of tobacco in their faces, and spitting i tho spittoons provided for them by the: employers. Wo know of stores in whic such a habit would not be tolerated, and should be frowned down here. The ladies could do much to rid the con munity of such a nuisance, and it is n r< flection upon them that they do not net i tho matter. It is au insult to a lady, or gentleman, to chew tobacco and spit its vi juice in their presence.
