Til?'County and Town or Newberry-No. C To CITIZENS WHO HAVE CArrrAij: Citizen of $he,'County nnd State, you must tur your attention to manufacturing. You ar notable to be. as extravagant in living B you have been accustomed. You mus therefore, become self-sustaining. Yo mU8t; make nil that is needed fdr hom purposes, and as much ns yon can to sen abroad. You must educate your sous au daughters at home. You must build v your own literary institutions. You mu labor to increaso the excess of exports ov importa. If you will stick to and adhere to the pla and simplo rule of economy and nianufa tures, you 'will yet become prosperous, iud pendent and rich. By investigation, you will find that t profits arising from a well managed cott factory are far greater than those deriv from producing tho raw material. It m be stated, as a general proposition, on average, that ono yard of cotton goods worth as much as a pound of raw materi The number of yards produced from pound of rnw material depeuds upon t quality of tho article manufactured. Fr< ono pound ' of cotton you may make fe yards of what is known as four-quar brown sheeting. Th?se four yards Wot be Worth a dollar. Thus you see that 1 process of manufacturing has added at le seventy-five cents to the value of one pon of cotton. You double the value of cot by converting it into yarns or osnabm Hence, the 12,000 bales of cotton produ in this country tho past year, worth Sl,2( OOO, if converted into osnaburgs or yal would have brought double tho anion We have no room to go into au expositi but it is a fact, that no dividend which have seen is as low as the legal interest South Carolina. This surely should ljo incentive to citizen capitalists to push foi' manufacturing enterprises. Political economists have shown that tl countries which, have been engaged in uufacturing, as well as agriculture; ti whose indoafcry is diversified, aro moro p perons, and better able to bear tax?t; than those which have but a singlo dustry. If we take tho contrast, duritrg the war, between Connecticut and Alaine, 1 nefise? and Rhode Island, Massachusetts Wisconsin, we find that it is very inst tive, to wit: Taxation per head in RI leland was 822.58; per head in Tenne? $1.36. In Connecticut, $13.04; in Mc ?2.47. In Massachusetts, $18.83; in 1 consin, $1.50. Thia was in the year 1 This proves clearly that diversified indu is the source of the greatest wealth, anti source of a people to support governme expenditure in time of extra need. The Southern States, this State, yo this County, will lose the great lesson ol war, which it has taught you, if yon do unlearn and discard the theory which governed your policy; that you contn your tewn prosperity in your control of ton; and that the production of cotton gar and tobacco wer? sufficient to et you, and render you independent of worid, come what might. Ali this hos groven, satisfactorily, to be a down: umbug and delusion. The cotton m facturer of Europe was embarrassed : time; so were they in New England neither iii Europe or Amerioa was the nufacturo arrested. Substitutes were f in India, Africa and South America, were utilized by mechaniqfd skill and nuity, with the help of what Amerioan ton was run threat/*; the blockade, to si the world's demand for calicoes, shir and muslins. An augmented suppl woolen and linen goods filled up the di and the world adapted itself to the wa blockade. The idea originated by Son politicians, not statesmen, that E would be revolutionized, was fal-lal cant, the idea of the wildest theorists, In the business of manufacturing South, as a matter of course this Co possesses many advantages, and very rial ones, over the rest of the world, in climate; second, the material is cl hand; third, it can be obtained ch Tho South has inexhaustible water \ timber, coal, ores pf iron, copper, zino, gold and silver. Our winters are and more days' work can be done her in New England. Here you can operate all the year-never too cold. A celebrated wri? ter claims that the climate's advantage in favor of the South is one-half cont a year. Now, in this County, there is an abun? dance of water power, and without price. But the greatest advantage which you would possess over the world is, you produce the cotton-the raw material-and have it at I your own doors. This, it will and must be 1 seen at one, is au immense advantage, j When cotton is selling in New York at ; twenty-nine cents, it is worth hero about ; twenty-two or twenty-three. I These advantages are perfectly clear and I plain. They are patent to the most careless ! observer. i The incidental benefits resulting from fac ' tories are not confined to tho now employ ! ment which thpy furnish for operators. ' They afford most advantageous facilities for i the intellectual and moral improvement of j tho young. Faotories draw together in i communities persons with children that ! were formerly remote, and lay tho founda ! tions of population.
