The Charleston Courier says that the foreign circulars show the wisdom ot' the policy pursued by tho South during the last season, viz: of first raising their own bread stuffs and supplies, and then devoting their attention to cotton as their surplus crop. These circulars indicate that cotton is scarce and high. The Courier says: "The planters are masters of the situation, and dimply bo oause they have not staked their fortunes upon auy single production. Cotton is king, if we permit him to wear his crown ; but not if by improvidence we waste or cast aside the resources of his kingdom. The South is gradually recuperating, because she hos at last ascertained tho secret of her power and the truo path to her independ? ence. Cotton the world must have. But to place upon cotton au entire reliance, and to make this the only crop, is to pave the way for loss and for a surrender at discre? tion." The Courier advisos the planters to raise cotton for their own support, and then to raiso it for the world at largo. This course, it says, has improved the material prospects and condition of tho South. Tho policy of the lost year has placed the great bulk of the price paid upou cottou in the pocket of the planter. The advice to planters to mako plenty to eat first, and then go for cotton, cannot be too urgently repeated. It is tho salvation of the South. If one wisc, sagacious and practical niau were invested with absolute power to shape tho planting policy of the South for the next five yours, it is not too much to say that the result would be within that brief time, the perfect agricultural, in? dustrial and political independence of the seotion. The forr? ala be would Icy down would embrace a ?ew and very simple pro? portions, and might be stated thus: 1. Baise in abundance all the breadstuff's needed for your farm and your neighbors who ore engaged in other than fnrming in? dustries. 2. Baise your meat in the same way and for the same object, so far RS prowling ne? groes who live by killing stock will permit. 3. Plant cotton for your own and your neighbors' uses first and foremost, and out of thia.make yonr own- clothing and every? thing needed in your family and farm that is made of cotton. i 4. Make on your own farms, where it is possible, your farming implements, such as axe bandiest plows, wagon gear, etc;, and if yob cannot do this, encourage your neighbors to do it, and when yon have to buy, in every instauce, give the preference to th?se arri?les made ia the State, over thone made at tho North. 5. Live frugally, so far ns luxurious ox peudituros go, but abundantly so far us wholosome farm products go, upon and within your own resources. 6. You may HOW plant cotton for sale as much as you please. 7. 'When it is gathered, stow it away in yonr gin house, and advert iso to the world. Lastly. It will remove you to a perfectly safe dis? tance from the Federal paper money mael? strom that threatens to engulf thc country's wealth und industry. It will hit your traditional and mortal enemy, New Eng? land, the hardest liek and transfer her capi? tal in cottou and other manufacturing ma? chinery from Lowell, Providence, Salem, etc., to tho streams of the Sonth. It will j irresistibly draw to tho South emigrant j labor, skilled artisans and means to develop your iron and corn fields, build up your cities, fill your ports with an active and profitable shipping trade, and from all these accumulated sources of power, you will be able to draw the weight to demand and command tho restoration of your rights and perfect political equality. It is with wea? pons to be drawn from the field and the work-shop that you eau most surely and speedily vanquish the tyrants that oppress you. The plow, tho engine,Jtho hammer and loom, are, in your condition, "mightier than the sword," because they will give yon "the sinews of war," and just in that shape of tho almighty dollar which your foes ure sure to fall down and worship. You have got the means to work ont your indepen? dence, fl od lias given them in your soil, your olimntc, your streurus, your coal and metallic oren.
