We shall not prejudge the President elect. We are in? clined to anticipate some good from his administration. In war, Grant was certain? ly magnanimous, and in peace he may continue to illustrate that shining quality. This, at least, we may say, that lot him carry ont his programm?e credited to him of retrenchment, economy and reform in onr national affairs, and e?n Democratic support will be cheerfully given him. What the country needs now is a oheap and wise administration. "Let us havo peace" was the aspiration which General Grant pro? fessed to entertain. Let him put radical ex tro mism under his feet, mid deal promptly with radical corruption, and he may give peace and prosperity to the whole country. The Augean stables aro there, and time will show whether or not General Grant will bo the Hercules to purify them. -1-o Thc Out-Going President. The official career of Andrew Johnson as President of the United States is about drawing to its elose. His has been a stormy time. Called to the Presidency at the close of a gigantic civil war, his position was ono of peculiar difficulty. In our opinion, tho pen of the impartial historian will accord to bim the meed of pruise and honor. No sooner bad he fairly taken his seat ns Pre? sident than he seemed to have risen at once to a just conception of his high responsi? bilities. If a partisan before, ho was a par? tisan no longer. Planting himself upon tho Constitution of his country, he deter? mined to stand by it at all hazards. Thc South at least is largely indebted to him for tho shield that ho sought to throw over her prostrate form. If wanting in tact, even his opponents will not deny to him the attributes of cou? rage and honesty. Ho will retire from his high office with a stainless reputation. In his retirement, wo wish bira well, and we trust that ero long he will return to public life ns tho indomitable champion, fighting for the best interests of his country. -o Tho Baltimore Sun says that the proposed constitutional amendment, in the shape in which it has passed both Houses of Con? gress, by the requisite two-thirds of each, is substantially the original House proposi? tion. It prescribes that tho right of tho citizens of the United States to voto shall not bc denied by any State or by the United States on account of race, color or previous condition of servitude. It does not pro? hibit such denial on any other ground, such as want of education or property. Tho Senate amendment did make snell a propo? sition, us well os opened the door to office for all, and thc defeat of that amendment makes clear and undeniable that the kind of sufirnge now proposed by Congress is im? partial, (that is for each separate State,) and uot universal suffrage, by impartial being nieaut that the suffrage may bo made conditional 01 qualified, only tho qualifica? tion shall be by modes which do not make race or color u reason for disfranchisement. The Senate proposition, on tho contrary, embraced substantially the positive enfran? chisement of all men, or universal suffrage, Southern white "ex-rebels" excepted. The subject might well be left, where the Con? stitution has placed il, with the States, but this seems to be the day of political experi? ments, und the mode ot' getting nt tho ob? ject is iu nccordnoce with tho terms of the Constitution. Whether thc requisite three fourths of the States eau bo obtained for . its ratification is another question, though its advocates claim thal, as the Legislatures are now constituted, thcro will he no diffi? culty on the subject, and that is said to huvo been a reuson for pressing the action of the present Cougicss upon it before its adjournment. -o MEDICAL ConnaoB OF SOUTH GASOLINA,. Mr. Garrett Davis made the point of order that it Acquired, to curry the nmeudment, a vote of two-thirds of the whole Senate, but it was not allowed. Aa both Houses havo now passed the amend? ment by what ih alleged to be the requisito vote, it now goes to the State Legislatures] for ratification or rejeotion. The proposed amendment as adopted is ns follows; be it Resolved, ifsc.-(two-thirds of both Houses concurring.) That the following amend? ment to thc Constitution of tho United States be submitted to the Legislatures of the several States, and winn ratified by tbree-fonrths thereof, it shall bc a part of j tho said Constitution: ARTICLE XV. CHURCH BURNED.-We learn that St. Stephen's Methodist Episcopal Church, in St. Jumes Goose Creek Parish, about twelve miles from the city, was entirely destroyed by fire about tcu days ORO. This church was built some years since by private enter? prise, and waa held by trustees. Our in? formant states that the fencing around the graves in the adjacent burial ground is un? injured. This all shows thnt Congress is watching with interest the revolution in Cuba, and believes there is a prospect of tho Cubans acquiring their independence.
