M., and was called to order by tbe President pro tem. Leave of absenco was granted Senator Maxwell and tbe Senator from Orangeburg. The House sent to the Senate r. bill to in? corporate the Carmel Church, in Pickens County, which received it first reading, and was ordered for consideration to-morrow. The memorial cf thc City Council cf Charleston, relative to rebuilding the burnt districts of the city, and the annual state? ment of tho Alms Hoti80 of tho city of Charleston, waa referred. The petition of citizens of Columbia praying legislation by the General Assem? bly to compel the city authorities to drain tho swamp lands iu and around Columbia, was referred. The bill relative to Broxton's Ferry was amended, agreed to, and ordered to bc en? grossed. The Committee on Incorporations, tu whom was recommitted a bill to incorporate the town of Pickens, with instructious to amend the same in conformity with the pro? visions of the Constitution, reported a bill, as amended, and a recommendation that it do pass; which was agreed to. The Committee on Public Buildings, to whom was referred Message No. 34 of his Excellency the Governor, relative to fitting np the new State House, reported back the same, accompanied by a joint resolution, that a committee from the Senate and Houso be appointed to invite proposals to completo so muoh of the State House as will be necessary for the accommodation of the Executive, Judioial and Legislative Departments; that the committee shall enter into a specified contract with such person or persons as they may deem proper and for the best interests of the State; requiring from the contractor sufficient bonds to se? cure the State from any loss, and to insure the fulfillment of the contract; that the committee be authorized to draw from the State Treasury, with the approval of the Governor, such sums as the contractor may, from time to time, as the work progresses, call for, not to exceed the sum of $25,000; and that the committee shall make such conditions with the contractor that the work shall be completed on the 1st day of No? vember next; and that the committee shall, at the next regular session of the General Assembly thereafter, make a full and spe? cified report of the transaction. In many Counties there is no money in tho County Treasury to defray the expenses of such Counties; the County Commission? ers of such Counties are authorized to bor? row a sam of money not exceeding $5,000, on the credit of the Counties for which they serve, and to pay such borrowed money out of the first taxes collected in such Counties; which bill received first reading, and was ordered for consideration to-mor? row. A resolution that the Sergeant-At- irma be authorized to send special messengers for the Senators from Chesterfield and Lancaster, with peremptory orders for said Senators to return forthwith to the service of the Senate, was laid on the table. Bills to prevent and punish dueling, and to establish a company under the name of the Mount Pleasant and Sullivan's Island Ferry Company, were read and ordered for 1 onsideration to-morrow. A bill to amend the charter of the Sul? phuric Acid and Super-phosphate Company received its third reading, passed, and was ordered to be sent to the House. A resolution was received from the Houso, that no bill or resolution, permanent in their character, be introduced in either branch of this General Assembly after the 1st of March, aud that they do adjourn os soon thereafter as the important matter be? fore this Legislature can be disposed of. Senate refused lo concur. A bill to alter and amend the charter of the town of Greenville, and for other pur? poses, was recommitted to the Committee on Incorporations, with instructions to amend so as to render it more in conformity with the Constitution of the State.
