The Senate Judiciary Committeo Bay, after a careful examination of tho subject, they have no hesitation iu coming to the conclusion that tho President's proclama? tion of December was wholly beyond tho constitutional power of tho President, nud that it can have no efficiency to the end de? signed by it. Tho Constitution permits him to grant a respite and pardon, but no par? don aud amnesty. They argue to show that amnesty is n larger power than pardon; operating upon tho crime instead of tho criminal, and effecting restoration and re? stitution. The same Committee reported against any present action on the credentials of Senator Miller, from Georgia. The couferenco re? port on the navy bill has been concurred in; it reduces the personnel of the navy to its standing before tho war. Sanford Conover, alias Charles A. The Judge in bis oharge to the jury, which was half blacks and bab! whites, said, distinction on ac? count of color was a relic of barbarism which had been happily done away with, even in that sink of iniquity-New York. He was Colonel of a Philadelphia regiment of Zouaves during the civil war in America. Tho latter was, until last week, the Ameri? can Consul at Trinidad do Cuba, and has just resigned. It turns out that tho crazy woman who made ber way into the Whito House, some days ago, it was supposed to take the life of tho President, believed that war bad been declared, and only went there with an empty pistol, which she iuteuded present? ing to Mr. Johnson as a means of defend? ing himself. A despatch from Nico mentions the death in that city of Fuad Pacha, tho Turkish Minister of Foreign Affairs, and representa? tive of the Turkish Government in tho Conference recently in session in Paria. It seems to be pretty generally conceded that Mr. Johnson, on retiring from the Presidency, will plunge at once into tho po? litical struggles of Tennessee; and it seems to be equally well understood that if be does, he will make lively times for every? body concerned. The amnesty petition for Fenians, which will bo prosouLed to the Queen by tho Lord Mayor of Dublin, contains over one hundred thousand signatures.
