"Woodruff, or Spartanburg, and David Drafts, of Lexingtou, praying removal of politioal disabilities, wore referred. The petition of sundry citizens of Lex? ington County, with regard to laying off townships iu that County, was referred. The Committee on County Offices and Officers, to whom was referred a petition of citizens of Greenvillo and Spartanburg Counties, praying tho formation of a now County out of portions of those Counties, reported back tbe same, with a recommend? ation that, as the Counties of Greenville and Spartanburg are among the smallest iu the State, and do not warrant a division, the prayer of tho petitioners be not granted. The Committee on Roads, Bridges and Ferries, to whom was referred a bill to nharter Cherry's Forry, over tbe Seueca Biver, in Ooonoe Comity, reported back the same, with a recommendation that tho bill do pas". Ordered for consideration to-morrow. The Committee on Engrossed Bills re? ported as duly and correctly engrossed, a joint resolution relieving W. E. Olliver, late Sheriff of Fairfield County, of a penalty of five per cent, per month upon execution s not returned by bim. A bill to inerease the salaries of tho Jus? tices of the Supreme Court, and of tho Circuit Judges, was postponed until tho next regular session of tbe Ganoral Assem? bly. To the Honorable the President of thc Se nate-r-'?TR; The enclosed memorials of citi? zens of Columbia and of the County of Lexington, for tho erection of a free bridge across the Congareo Bi vor, opposito Colum? bia, are respectfully transmitted to your honorable body, with a recommendation that they be favorably considered. The importance of tho means of safo and speedy communication between this city and thu surrounding couutry coonot bo over-esti? mated, and it is highly desirable that they should be provided at as carly a dato as practicable. The question as to whether tho expenses connected with the construction of a free bridge across the Congaree should bo de? frayed by the State or tho Counties more especially bonefitted by the improvement, is a matter appropriately for your consi? deration. The Senate took up, for a second reading and consideration, a bill to incorporate the Vaucluse Manufacturing Company, of South Carolina; which was read by its title, and referred to tho Connu it too on Incorpora? tions. The Speaker of the House of Representa? tives attended in the Souato House, when tho following Acts and joint resolution wore duly ratified: Au Act to amend au Act en? titled "Au Act to provide for tho temporary organization of the Educational Department of tho State;" an Act to alter amend tho criminal law; an Act to renew tho charter of Pendleton village, in tbe County of Ander? son; joint resolution directing the State Treasurer to pay S. L. Leaphart $184.93 for extra services as Comptroller-General during tho months of July and August. Tho Senate took up for a second reading a bill to afford aid in tho extension of tho Spartanburg and Union Railroad Company ; which was read by its title, and refcrrod to tho Couimitteo ou Ruilroads. A resolution in regard to tho payment of County otlieers, was ordered to lio on tho table. Tho report of the Committee on the Ju? diciary, on u bill to enforce tho provisions of the Civil Rights Dill, of the United States Congress, received its second read? ing, and was considered by sections. A bill to amend an Act entitled "Au Act to determino and perpetuate tho home? stead," received its second reading, was considered by soctious, agreed to, and ordered to be engrossed. A concurrent resolution relative to pay certificates for tho per diem of members, and tho pay of subordinate members, was amended, agreed to, and ordered to be sent to the House for concurrence. The Committee on Education reported on the memorial of tho Faculty of the South Carolina University, the memorial of the Faculty of the Medical College, of South Carolina, und a bill to further amend the Acts incorporating tho University of South Caro? lina, aud other papers relating thereto, by bill further to amcud tbe Acts incorporating the University of South Carolina; which were read and ordered for a second read? ing. Tho Committee on Couuty Onices and Officers reported on the report of the County Commissioners, of Charleston County, that the samo is in compliance with tho Act entitled "An Act to define tin duties and jurisdiction of County Commis? sioners," and recommended that tho report bo received as information. Adopted. The Committee on Roads, Bridges anc Ferries reported on tho petition of N Holms, of Georgetown County, for ronewa of charter for a ferry across tho North San too River, and recommended that the prayei bo granted, and, also, that tho potition b< referred. Agreed to. The Medical Committee reported ad versely to the petition of tho Trustoes o tho Roper Hospital, in the city of Charles ton, praying for an annual appropriation o $4,000. * Adopted. Tho Auditing Committee reported on th account of Benjamin Dyas, Se.rgeaut-ut Arms, with sub-vouchers, for fitting up tb House of Representatives, committee rooms &c, and recommended that tbe account b paid. A resolution was referred, providing th a commission of three members of tl House and-members of tho Senate 1 appointed to consider and report upon the present railroad system of this State, and they are hereby authorized to request tho attendance, in this city, of tho Presidents of the different railroad companies of thin State or entering this State, to devise a uniform schedule of rates of freight and connections throughout the State, and to recommend what railroad companies, by their management and importance, are worthy of aid by this State. A bill to renew tho charter of a ferry across tho Congareo River, waa referred to tho Committee on Roads, Bridges and Ferries, with instructions to incorporate the same in tho genera] incorporation Act. The report of the Special Joint Commit? tee on the number of attach?es of tho Genc eral Assembly, kc, was adopted and the Spcnker requested to carry out tho provis? ions contained in the report.
