The Senate assembled at 12 M., and was called to order by the President pvo tem. Prayer by the Chaplain. Mr. Hayes presented the present? ment of the grand jury of Lexington County relative to the'ofSoe of Trea? surer of Lexington County. Re? ferred. Mr.' Jillson, from the Committee on Engrossed Rills, reported as duly and correctly engrossed and ready for a third reading, the following: A bill to incorporate the South Caroli? na Phosphate Company; also, a bill to provide for the payment of the fees of Sheriffs for dieting persons confined in jail; received their third reading, passed, and ordered to be sent to the House of Representatives. Mr. S wails, from the Special Com? mittee to whom was referred the re? solution to provide a suitable build? ing for the meetings of the General Assembly, reported back the same, and say: That they deem the Niokerson Ho? tel suitable for the purpose, and that the same may be obtained at more reasonable terms than wore heretof ora offered, namely, for the sum of: $3,333.31 as rent for tho eight months beginning Jauuary 1, 1860. And that the sum to bo paid au nu al ly, after the first day of January, 1869, when the lease of the present occu? pant of the property expires, shall not exceed 02,500. The report was adopted. Mr. Greene, from tho Committee on Enrolled Aots, reported as en? rolled, sealed, and ready for ratifica? tion, the following: An Act to authorize R. S. & M. R. Bennett, of Beaufort County, to col leot wharfage; a joint resolution au? thorizing the State Treasurer to pay to Dr. A. Raouls 0315; an Act to re? new the charter of the Camden Inde? pendent Fire Engine Company; an Act to facilitate the drawing of jurors in this State. Messrs. Rainoy, Corbin and Hayes submitted reports of committees. Mr. Corbin introduced a resolu? tion, which was agreed to, that a Spe? cial Committee be instructed to in? quire and report whether there aro rooms in the College buildings suita? ble to accommodate tho General As? sembly during the remainder of this session, and that tho Special Com? mittee consisting of three, to be ap? pointed by tho President, carry into effect the object of the resolution just agreed to. Messrs. Corbin, Rose and Nash were appointed said Com? mittee. Adjourned at 1.45 P. M. HOUSE OF REPRESENTATIVES. The House met ot 12 M. Tho Speaker took the Chair. Prayer by the Rev. S. Johnson. The Senate sent to this House a bill to make appropriations for the payment ot the por diem and mileage of the members of the General As? sembly and the salaries of the subor? dinate officers, and other expenses incidental thereto. Referred. Tho Senate returned to this House a concurrent resolution relative to recess from tho 22d instant to Janua? ry 5, 1869, amended, by adding to the resolution : "Provided, No mem? ber of the General Assembly shall receive any pay during said recess." Amendment agreed to. Mr. Wilder moved that this House dojnow adjourn, to meet to-morrow, at 4 P. M., in the College Chapol. Agreed to. At 12.40, adjourned. The Nevada silver mioes have nearly reached "the place where the earthquakes aro made." At the bot? tom of these mines the temperature is 100 degrees. THB HANGING OF TEB EXPRESS ROBBERS-ANOTHER NICE DIPLOMATIC QUESTION TO SETTLE-Tho Washing? ton correspondent of the Baltimore Gazette, ia writing about tho hanging of the express robbers, noticed in our telegraphic columns a day or two since, says: The telegram announcing tho banging of Frank Keno and Charles Anderson by a mob at New Albany, Indiana, has occasioned quito an ex? citement in official circles hero. The honor of the Government had been pledged to the Canadian authorities, for the proteotion of these men, and for their safe return to Canada, if not convicted, after a fair trial, on the charge of robbing Adams' Ex? press. It was only after this pledge had been given that these men wero surrendered to tho United States, under the provisions of the extradi? tion treaty. The action of the mob in seizing and hanging these men, it is apprehended, will seriously em? barrass the Cabinets of Washington and London, and complicate nego? tiations already pending. After returning from churoh to? day, Mr. Seward paid his respects to Mr. Thornton, and explained tho violent character of the proceedings in Indiana, and gave the British Ambassador every assurance that the Government of the United States would do its whole duty in the pre? mises. Mr. Thornton bluntly re? plied that he conld not exactly per ccivo whut was to bo done, since the parties whose protection had been guaranteed by tho United States had already been hanged, in violation of tho pledge given. Mr. Seward has evidently another uice diplomatic: I question to settle before he retires j from the Department of State. CONFEDERATE DEAD IN THE NORTH. -We published some timo since a letter, dated at Elmira, N. Y., from a gentleman from Georgia, who went North for the purpose of visiting and inspecting the cemeteries in which Confederate prisoners, who died at prison camps, wore interred. That gentleman, Mr. R. A. Harrison, has arrived in this city on his way home, and reports that he found the ceme? teries at Elmira, Governor's Island, and other places visited by him, in good condition^and well taken care of. He was unable to obtain, either at Old Point or Point Lookout, lists of those who died at these places, and hoped to get them in this city. In this he was disappointed. Mr. Harrison was very kindly received in the North, and had every facility af? forded him for accomplishing his mission. [Richmond Enquirer and Examiner. "MURDERS MOST FOUL."-Proba? bly in tho history of this country there lias never been such a series of cold-blooded murders recorded as there has been within the past few weeks. These terrible deeds, it will have been noticed, havo not been confined to the South, where radical politicians take especial pains to drag beforo the world every deed of horror that is committed-and many, per? haps, that arc not. In the North, and particularly in New Eugland, theso murderous acts aro character? ized by frightful atrocities which might cause even a Southern Ku Klux to recoil shuddering. [At'io York Herald, loth. THE SOUTHERN BRANCH MINTS. Tho director of the United States Mint, at Philadelphia, says: "It is a fact, proved by experience, that coin? age can bo executed at the principal mint at less expense than in any othor part of the country, and as the means of safe transportation have greatly multiplied of late years, there is no reason for reviving coinage operations at either of tho three branch miuts formerly in operotion in the Southern States, and he there? fore recommends that thoso estab? lishments be disposed of." A car driver on ono of tho New Orleans street railways and his son were murdered by a negro on Satur? day, the 5th instant. The driver demanded tho negro's fare, 5 cents, which the negro refused to pay, and seizing a hatchet, kii'.ed tho driver by repeated blows upon the head. He then attacked the driver's son, who was the only other person in the car nt tho time, and inflicted injuries which caused bis death on the follow? ing Jay. The negro then turned the oar off the track and made his escape. Gen. Grant's latest speech was at Providence, R. I. Some ono in a crowd culled out, "Say jost two words, Generali" Grant replied, "No, sir." He intends to constantly repeat that speech to cfSco-s?wkor? miring the next six months. Thomas Crompton Mooro, a noted publio benefactor, who has contri? buted several thousand dollars to charitable parp?les, ip. this S tat?, died in Plainfield, Nsw Jersey, a few days ago. The insurrection in Cadiz carno to an end Sunday, when the insnrgants delivered up their arms. The fight? ing must have been severe, for we are informed that 500 persons wore killed and wounded on both sides. Mr. J. T. Sloan, Jr., of this city, is "Claude," of tho Charleston Courier.
