IQsr Telesrap?i. Cable DeapatcUes. MADRID, October 24.-The central provisional junta hohl ita last session yesterday. Resolutions were adopted urging tho abolition of capital pun? ishment, tho removol of convict pri- j souers from Spain to Africa and tho Phillipino Islands, and tho formation of volunteer riilo associations through? out tho oouutry. After recommend? ing that all local provisional juntas follow their example, tho central junta dissolved. PARIS, October 23.- Litest Rio Janeiro advices state that the Fede? ral Minister Washburuo had arrived at Montevideo. Ile protests against tho violation of tho American Lega? tion at Ascension-forty poisons pro? tected by tho American Hag having been seized there. LONDON, October 2G.-England, Franco, Prussia, Italy and Portugal have recognized the provisional go? vernment of Spain. News Items. CHARLESTON, October 20.-Arrived -steamer Saragossa, New York. WHEELLNO, Ootober 2G.-Tho Jn telligencer (Republican) claims their whole State ticket by 3,500, and the Legislature beyond doubt in the First and Second Congressional Dis? tricts. Tho Register (Democratic) says tolerably complete returns from eighteen Couuties ont of fifty-three show net gains of 2,500. The same ratio of gain throughout tho State which ratio certainly exists-will give us West Virginia by a handsome ma? jority. SAN FRANCISCO, October 25.-No shocks since yesterday morning. WASHINGTON, October 20.-Seward and Thornton both think tho Alaba? ma claims will bo settled. Tho following aro approximations to official majorities: Indiana, 1.020; Ohio, 17,400. Internal revenue receipts to-day $020,000. NEW ORLEANS, October 25.-Tho origin of tho recent disturbance is difficult to discover. A number of clubs, both negro and Democratic, wore parading tho streets in various parts of thc city, when a number of negro clubs pussed dowu St. Charles out of Caual street, very noisy and disorderly. The Picayune states that thc negro clubs nbused and insulted the white Democratic Clubs, marchiug in their road, and that tho first shot fired came from a colored club, wounding slightly a white man named Richard? son. At all events, a general fight begau on Canal street, between Ca? rondelet and Barouue, in which a number of shots wore fired. The fight continued for threo blocks, when tho negroes fled. Two negroes were killed between Baronne and Driad streets, on Canal street, and ono dangerously wound? ed. Ono negro boy was crushed to death under foot, and another negro killed at tho corner of Canal and Ba? sin streets. Oue or two furtuer ont ou Canal street. About mid-night scattered firing was heard in all di? rections. No white men were killed on Canal street. The several wound? ed were taken homo by friends. A white man was shot and killed while standing quietly near a Club Room at the corner of Camp und Thalia streets. Another white man was killed, horribly butchered with an axo or hatchet, on Melpomeno street, by negroes. Ono white man was accidentally killed by his own friends on St. Charles street. Coroner Roach, ot the First Dis? trict, held eight inquests this morn? ing-threo white and fivo black. An? other dead negro has been reported in tho Second District, making niue fatal casualties. Tho white men killed were each of them over a milo from tho first disturbance, which be? gan about 10 o'clock. At ll o'clock Canal street was crowded with ex? cited white men, who dispersed quietly when a squadron of cavalry appeared on tho scene. The stores on the corner of Baronne and Canal streets were marked by bullets as by a skirmish fire. NEW ORLEANS, October 20.-Thc city has all day been filled with ex? cited rumors of trouble at Bernard Parish, adjoining Now Orleans, be? low tho city. From information brought to headquarters by Sheriff Parish and others, it appears that a difficulty occurred yesterday, on the occasion of a public display by a couplo of Democratic Clubs, in which ono white man was wotinded and two negroes killed. Tho recent disturb? ances demonstrated tho utter help? lessness of tho civil Government; no effort on its part was apparent until tho appearance of tho soldiers on the ground, on Saturday night; for two hours after tho riot on Canal stre?t, not a single policeman was to be seen, though a number were congre? gated in St. Charles street, within four blocks of tho scene. Registration closed on Saturday, and foots up in this city 43,000. The largest voto ovor polled hero bo foro was 29,000. An effort is being ma lo by promi? nent radicals to havo martial law de? clared in tho Slate, and thus proveut an election. It is most probable, howover, if tho State is placed under martial law, Gon. Rousseau will order tho olection to proceed. Tho radicals contomplato allowing election to go by default-and have the vote of the State thrown ont. Further trouble is anticipated to-night. HAVANA, October 24.-Despatches havo been received herc, giving tho particulars of outrage? by insurrec? tionists in tho provinco of Tunas. Tho insurgents had taken to incendi? arism and robbery, and a band head? ed by Rubalcalvu lind burned a! ' e houses, mills, eau o lields, Ac, 01 plantations about La Yegi ta. Bo tween the city of Tunas and Puerto Mannli tho country was completely desolated. Tho insurrectionists were conscripting all able-bodied men, white and black, but desertions wcro frequent. Tho negroes wero in groa1 fear of these bands, and were fleeing before them. An incendiary procla? mation has been discovered, calling upon the negroes to rise and assassi? nate tho whites. HAVANA, October 20.-All the available troops in and around Hava? na have been sent against tho insur? gents. Tho Captain-General's palace is guarded hy volunteers. [FINANCIAL A Si J.? COAIM1SH.CIA1?. NEGRO SUPREMACY.-Tho direful consequences of tho radical policy of placing tho negro above tho white arc aptly illustrated by tho course of tho armed mob that paraded tho principal thoroughfares on Tuesday night. Wo call tho attention of tho country to tho wanton outrages per? petrated by tho brutal, ignorant crowd on that occasion. Without the slightest offence, policemen wero murderously attacked; without any provocation, our white fellow-citizens wero bludgeoned; and poor, unof? fending white women insulted and robbed; all tins in tho very face of the authority, which appears power? less to protect ns. What will bo tho result elsewhere, if this revolutionary power is permitted to rule? [Washington Keening Express. CORONER'S INQUEST.-On Saturday, Coroner Whiting held an inquest on tho body of John Welsch, a German, about twenty years of age. Welsch had been working on Shepard's farm, where he contracted a severe caso of chills aud fever. Ho refused to send for a doctor, preferring to uso the remedies recommended by friends. Ono of these was to drink a quart of whiskey. Welsch procured a bottle and drank ono aud a half pints in fifteen minutes, which caused his death in a short time. [Charleston Courier. Providence has brought tho institution into being to bless tho race. Ho who refuses it, distrusts and despises Providence and invites its ven goance upon himself and his household.
