After the most solemn an unanimous pledge of both Houses of Cor grcss to prosecute tho war exclusively fe the maintenance of tho Government an tho preservation of tho Union, under th Constitution, it has repeatedly violate that most sacred pledge, under whic alono was rallied that noble voluntet army, which carried our Hag to victory. Instead of restoring tho Union, it bat so far as is in its power, dissolved it, an subjected ten States, in times of profonn neuen, to military despotism and nugi supremacy. It has nullified thcro the right of tri: by jory; it has abolished tho habeas co; pus, that most sacred writ of liberty; has overthrown tho freedom of speech an tho press; it has substituted arbitrai seizures and arrests, and military tria and secret star-chamber inquisitions U tho constitutional tribunals; it has disr garded, in time of peace, tho right of tl people to bo free from searches and sei uro*; it has entered tho post andtelegraj offices, and oven tho private rooms of ii dividual*, and seized their private pape and letters, without any specific charge i notice of affidavit, as required by the o ganic law; it bas converted tho America capitol into a bastile; it has established system of spies and official ospionago which no constitutional monarchy of E rope would now dare to rosort; it has ab lishtd the right of appeal on importai constitutional questions to tho Buproi judicial tribunals, and threatens to cu tail or destroy ita original jurisdictio which is irrevocably vested by tho Cona! t ut ion, while the learned Chiet Justi has been subjected to the most atrocioi calumnies, merely because he would n prostitute his high office to tho support tho faino and p n tizan charges preferr against tho President. That tho public lauds should bo distri? buted as widely as possible among tho people, and should bo disposed of either under tho pre-emption of homestead lands, and sold in reasonable quantities, and to none but actual occupants, at tho mini? mum price cstabliobed by the Government. When grants of tho public lands may bo allowed, ncceesary for tho encouragement of important public improvements, tho proceeds of tho salo of such landB, and not thc ianda themselves, should bo BO ap? plied. That tho President of the United States, Andrew Johnson, in exercising tho power of his high office iu resisting the aggres? sions of Congress upon tho constitutional rights of tho States and the people, is en? titled to tho gratitudo of the whole Amen can people, and in behalfnf tho Democra? tic party, wo tender him our thanks for his patriotic cflbrtB in that regard.
