At tho suggestion of Governor Warmouth, a joint resolution was passed by the Senate, yesterday, call? ing upon the Commanding General for troops to repress lawlessness in the Northern abd Western Parishes of Louisiana; a memorial having been received from Franklin. Parish, with ten signatures, setting forth that at | least fifty murders have been com? mitted in that and adjoining Parishes lately. WASHINGTON, July 21.-The Se? nate . remained in session till mid? night. The military bill was passed. It reduces the army to 20,000. Three I infautry and one cavalry regiment] shall be colored. It musters out all except the West Point band. Gives 1,000 Springfield rifles to each Dis? trict, on condition that the Secretary of War shall be satisfied .that the militia are loyal. The last provision excited a sharp debate-Drake say? ing,'that ho would, if he had his way, arm every loyal man in the Southern States with ? Springfield rifle nnd cartridges ab libitum; and, so far as he was concerned, he was perfectly willing for it to be written on this bill, that these arms wero in? tended for tho protection of the loyal men at the polls. In the Senate, a concurrent reso? lution was (adopted, that the four? teenth amendment to the Constitu? tion has been duly adopted, passed. A resolution, providing for paying Southern Senators from the begin? ning of the Fortieth Congress, meet? ing with opposition, went over under the rules. A motion was made to adjourn on Friday, which drew from Hendricks the remark that the Pre? sident would properly avail himself of the constitutional ton days to dofeat the military bill, which arms ] tho Southern militia, at tho option of tho Secretary of War. A debato of great bitterness ensued, in which alleged outrages on Southern loyal? ists were again veutilated. Without definite action, the Senate took a recess. In th? House, a resolution paying tho members from th? South from tho day of their election, passed. A bill changing ports of entry from Plymouth. to Edenton and Beaufort ] to Port Royal, passed. A resolution seating the Alabama members pro? voked a long debate. Bulkloy, Cal lis, Haughey, Morris and Pierce | were seated. Tho vote in the Republican caucus to-day showed 80 favoring a recess to September or October, against 28 favoring a regular adjournment. Corbin, from the Judiciary Com? mittee, made an unfavorable report on the bill "enabling persons having worked under contract, to recovei pay for their labor, when said con tract is not complied with." The joint resolution, repealing tin resolution adopted by the Genera Assembly, iu 1836, whereby threi months' notico of intention to appb for acts of incorporation, was read i second timo, and ordered to be sen to the House for concurrence.
