Wood? ruff, news editor of the Ci nein nat i Times, died instantly tc-day, from sun-stroke. WASHINGTON, July ll.-The Senate passed Edmunds' bill, regulating Electoral Colleges. The House adopted amendments to the military bill, forbidding "brevet" during peace; reducing Major-Generals to three, selectable by General Grant; others to be mustered out by Janu? ary. In the Senate, the Freedmen's Bu? reau bill was adopted, continuing Howard in office. In case of death or resignation, the Secretary of War may nominate, and the President ap? point, a successor, with the consent of the Senate. The Electoral Col? lege bill, amendment was concurred iu, and goes to the President. In the House, the bill for the re? duction of the army was resumed and amended, reducing Major-Gen? erals to three; Brigadiers to si:; to take effect March 31. Selections to be mado by the President after March 4th, regardless of seniority. Quar? termaster, Adjutant and Surgeon General to be reduced to the rank of Colonel of cavalry. AU staff officers of departments reduoed one grade of rank, and the numbers reduced one-half. Selections to be mode by the Commanding General. The bill regulating the Electoral College passed with an amendment, and it goes back to the Senate. The Secretary of the Treasury has issued orders enforcing the eight hour law in his department. Beverdy Johnson has received his instructions, and leaves Baltimore by the next Bremen steamer. Internal revenue receipts for the week, $3,500,000. The President issues his proclama? tion that papers have been reoeived from Florida and North Carolina, announcing the adoption of the fourteenth article. The adoption by Florida is not in accordance with the Act of Congress. After quoting the law and circumstances, the proclama? tion announces the ratification by the Legislature of Norih Carolina, in the manner set forth in the preamble. Nsw YOBK, July ll.-In accepting the nomination, Seymour said: "It was my ambition to take an active part, from which I am now excluded, in the great struggle going on for the restoration of the General Govern? ment and prosperity to our country; but I have been caught by the over? whelming tide that is bearing us on to a great political change, and I find myself unable to resist its pressure." Blair said: "Wa were about enter? ing on a contest for the restoration of the Union and the principles of tho Constitution, and the preserva? tion of the white race from the domination of a semi-barbarous peo? ple."
