I know* of no ground on winch he could be excluded from his seat, if duly elect? ed; and I should welcomo the elec? tion of a competent representative of the colored race to either House of Congress as tho final triumph cf the cause of - equal rights: ' Till this step is taken, our success is incomplete. Yours truly, "CHARLES SUMNER." , WASHINGTON, J une 25. -The Speak? er has decided that the Arkansas members aro entitled to pay from the dato of their eic ot iou; they claim from the commencement of the ses-, sion. The Speaker referred the dis? pute to tho Judiciary Committee. In tho House, Paine asked leave to introduce a bill, supplying the mili? tia with arms. A bill, dividing Illi? nois into two Federal judicial dis? tricts, passed-it goes to the Presi? dent. Tax bill resumed. An amend? ment, forbidding removals from the distillery until tho tax was paid, anything in "the bill to the contrary notwithstanding, and allowing fifty cents drawback on exportations, pafsed. A veto was received on the omnibus bill, which was passed, not? withstanding-105 to 80. lu the Senate, the appropriation bill was discussed all day. An amend? ment, increasing the salary of the assistant treasurer at 'Charleston from $2,500 to $1,000, was passed. It is said the Treasurer disburses $7,000,000. Without concluding the bill, the Senate passed the omnibus bill over the veto-85 to 8. Ad? journed. The omnibus bill, having become a law, Governor Bullook, who is hero, issued a proclamation, conven? ing the Georgia Legislature, July 4. The veto is very brief. The objec^ tions to the Arkansas bill, withour re-stating them, apply to those States, exoept Alabama, in which case, in addition, the bill violates tho plighted faith of Congress. The President has sent special agents to Georgia, to report the circumstances connected with the imprisonment of citizens of Columbus and Atlanta. It is under? stood tba J the Ways and Means Com? mittee have determined to let all purely financial questions, affecting currency, bonds and banking, go over to next session. HAVANA, June 25.-Venezuela ad? vices of tile 7th state that Goneral Monagas is before the gates of Cara? cas, demanding an unconditional surrender. JACKSON, June 25.-The election in Mississippi, as far as heard from, gives the Democrats 8,000 majority. Returns como in slowly. The De? mocrats are sanguine of success, while the radicals claim that base frauds are being perpetrated. Full reports cannot be obtained for seve? ral days. NEW ORLEANS, June 25.-The steamer Selina was sunk at Brazos, and Captain J. E. Thomas, the stew? ard, John McLean, two Chinese cooks and one passenger, name un? known, were loBt. The body of Cap? tain Thomas was found. AUGUSTA, June 25.-Heavy rains this evening, and favorable for crops. Governor Bullook has issued a proclamation convening the Legisla? ture of Georgia in Atlanta, at noon on Saturday, Fourth of July, under authority granted by Act of Con? gress. THE DILL MURDER-MORE AR? RESTS.-By a private letter from Camden, dated the 22d, we learn that tho military authorities aro still engaged in investigating the Dill murder. Several additional arrests have been made and the parties con? fined in the jail, preparatory to their removal to Castle Pinckney. Among thoso last arrested aro Messrs. Hucabeo, Kelley, Rayburn, Mattox, Dr. Wm. Nelson, John Mickle and James Pickett. Four or five ne? groes have also been arrested for supposed complicity in tho murder. These occurrences keep tho Camden community at fever heat, as no ono knows what a day may bring forth. Altogether there hove been arrested eighteen or nineteen whites, besides tho blacks above alluded to. [Charleston Neics, 24th. Folks still write us to know "to whom to apply for tickets of admis? sion to tho Convention?" Again we | answer: Tho Chairman of the State! delegations will distribute tickets! pro rata to the delegates, who will givo them to their friends as they can or will. Money is BO plenty in New York that loans were made on Monday at tho rate of one per cont, per annum, and it was pressed on bankers at two or three per cont.
