WASHINGTON, April 21.-Banks' bill protecting naturalized citizens abroad has been amended, by allowing the President to withdraw commercial relations from offending nations, and exempting embassudors, consuls and agenta from persons whom the Presi? dent may incarcerate in retaliation. Passed 99 to 5. The pressure on uncommitted Senators is tremendous, and comes from all quarters. The apprehensions of the President's friends are increasing. The President sent several routine messages to tho House to-day. McCulloch's report of the State archives of the Confederate Govern? ment show many millions were re? ceived and disbursed by Col. McRao on Confederate loans in Europe; suits nra instituted to reach any balances in his hands at the end of the Confederacy. Io the House, Bobinson offered a resolution, recalling tho managers and abandoning impeachment. The Speaker declared it was a question of privilege, but under the ruling of the Speaker, a majority of the House could refuse to consider even a ques? tion of privilege. Tho House fused to entertain the resolution, by a strict party vote. The Post Office Committee was directed to inquire as to the expediency of the Government I securing control of the telegraph lines. The bill reducing the marines to 1,500 passed. Au amendment to the bankruptcy law, extending the time to January, 1869, for such as cannot pay rifty per cent., passed. Adjourned. The new municipal officers of Alexandria, Virginia, have qualified.
