We meet to appeal to the North, not to permit the infliction o: this disgrace npon us. Messrs. nenry C. Scruple, of Mon gomery, Joseph H. Speed, of Perr and elevo a other conservative Ropul Hean members of tho Reconstructio Convention, who protested again the Constitution, have issued a oi cular, which ably vindicates the position. They assume that tl action of the Convention is in oupi tion to the sentiment of the Norther people, as expressed in the recei elections, and that the Constitutic adopted violates the conditions < tho formation of the Rep?blica party in Alabama, by transcendis the requirements of the Reconstru tion Acts, and adding features < proscription and disfranohisemei not authorized by those measure They behove the Northern peop will not permit thej power of the Government to be directed to tl abasement and degradation of tl white population of tho South; thi they will not sentence the whi race of tho South to be tho servan of their fermer ri aves. Tho Soul admits tho thoroughness of conques but trusts to the magnanimity of the conqueror, and appeals now, to the tribunal of the lost resort-tho people. The political power of the blacks is coveted, under the proposed system of suffrage by political adven- I turora having no interest in common with the Southern people, as a weapon of offence to be wielded for the ac-1 complishment of their selfish schemes of personal aggrandizement; and that this race wiU readily surrender itself | to tho acts and intrigues of design? ing persons, who flatter their vanity and encourage them in a jealous hate of the white inhabitants of the State. Tho oolored delegates in tho Conven? tion moved as subserviently at the beck of their radical managers, as ever slaves did at the command of their masters. The amendment to the Bill of Rights, introduced by Refer, that common carriers should make uv distinction between citizens of the State, designed to secure to the colored people, seats at tho table, and berths with tho whites on steam? boats, nt hotels and on the cars, aroused considerable opposition, and threatening to produce serious dis? coid in tho Convention, was with? drawn by its authors and advocates; but the colored delegates, the pro? testing members have been informed, obliged the radical majority to promise them that the Legislature should and would carry it into effect. The ad? dress alludes to the fact that the Cou vention refused to provide separate schools for whites and blacks, and simply provides in tho Constitutum for the establishment of ono or more sohools in each School District, by which, if only ono school should he established in a District, children of both races must attend the school. One of the standing committees una aimously reported nn article of the Constitution, prohibiting intermar? riage of whites and blacks, which was defeated, in deference to the sensi? bilities of the colored members. The signers of the address further declare that, entertaining the views thoy do, they owe it as a duty to the people, to warn them against committing themselves to the ratification of the Constitution. They know not what fate may bo in storo for the people, but it can scarcely be worse than that I which they will bring on themselves by nidingin carrying tho Constitution into efftfct. WASHINGTON, December 12.-In the Senate, a petition was presented from an immense number of naturalized citizens, complaining of grievances and asking their rights to be defined by law; referred to Committeo on Foreign Relations. Mr. Anthony introduced a bill, declaring null the Confiscation and Forfeiture Acts, passed by rebel legislatures; referred to the Judicial Committee. Sherman i. uoduced a bill, pro? viding that all balances from cap? tured or abandoned property be placed in tho Treasury, and not drawn thence without tho authority of law. Sherman stated that the amount reached several millions. A discussion ensued, during which McCulloch was charged with illegally disposing of several hundred thou? sands; and tho bill was postponed. Sumner presontcda memorial from Gen. Brisban and 30,000 Kentucky negroes, containing an allegation which Mr. Davis pronounced foul and meudacious libels ou Kentucky.
