NEW ORLEANS, October 28.-Later advices confirm the destructive ef? fects of the late storm upon the Bio Grande. A bombardment of a year could hardly have dono os much damage as happened from this one night's storm. Twenty-six persons were killed in Matamoros, and twen? ty-one wounded in Brownsville; while iu Brazos it is known that twelve persons perished and many were wounded* The negro soldiers and their officers behaved shamefully at Brazos, not only refusing to len? der any assistance to tho sufferers, but actually robbing the wrecked goods. A citizen who interfered was brutally murdered by the robbers. The klucers did nothing to check their brigandage. The court house and jail in Brownsville were de? stroyed, and the prisoners are at liberty. Entire squares in Browns? ville and Matamoros were completely destroyed. Kewi Items. OMAHA.. WASHINGTON, October 28.-Gen. Pope declines changing the Georgia districts. He reports to Grant that he reflected two days before adopting them. It is fair to say that the Pre? sident's endorsement on the com? plaint amounts to a strong protest. Grant's answer to the President mildly agreed with the President's views, but expressed apprehension that it was too lato to make changes. Grant's endorsement on referring the papers to Pope, has not transpired. The British Government having declined releasing Cols. Warren and Nigle, they will be tried immediately. The State Department here has order? ed the employment of counsel for their defence. It is not intended by recent cotton regulations, series three, number five, to reqniro permits and bills of lading for tho removal of cotton from point to point within the district where same is produced, as in case of removal from such district. A col? lector should not exact a fee from the tax payer for marking his cotton. RALEIGH, N. C., October 27.-A large and enthusiastic gathering as? sembled in the Court House on Sat? urday night, in response to a call , published in the city papers. It was simply an outpouring of the people, without regard to party. All politi? cal complexions being represented. The meeting was organized by elect? ing M. A. Bledsoe, president Hon. A. S. Merrimon addressed the assem? blage; his speech was long and elabo? rate, und his argument against tho congressional plan of reconstruction. A resolution was adopted, declaring devotion to the Constitution and civil liberty. Delegates were appoint? ed to a County convention, to meet hero on Thursday. AUGUSTA, October 28.-The Repub? licans held a mass meeting to-night Blodgott, Bullock, Conley and Beard are candidates for tho Convention. They made speeches, endorsing the Atlanta platform. Steps were taken to preserve order during the election. Freedmen aro coming in from the country this evening, to take part in tho election.
