An ordinance has been passed by the old council, over the Mayor's veto, .which has not since been heard from, appropriating $70,000 for the establishment and support of negro schools. Tho Mayor officially pro? mulgated, yesterday, that separate schools for colored children are being established. RICHMOND, October 9.-General Schofield left to-day for Washington, where he and other distriot comman? ders, it is stated, have been called by the President. A telegram to tho Dispatch, says that yesterday, tho United States au? thorities, who are returning to owners the farms in Norfolk County, which have boon squatted upon by negroes during the war, went to Taylor's farm, on Wiloughby's Point, but found the blacks armed, and refused to evac?ate. The authorities retired. Many farms in that district are simi? larly situated, and the negroos ex? press the determination not to be driven off. In the case mentioned, it was offered to transfer the negroes to Gen. Wise's farm; but they re? fused. In the whole city, to-day, not half a dozen registered. Advices from Panama state that the cholera had disappeared from tho coast but prevailed in tho interior of Nicaragua. The revolution in Araguipa, Peru, has been suppressed, after twenty-two hours fighting-fifty killed and many wounded. LONDON, October 8*-Advices from Hong Kong, to the 11th ult., report the export of tea 7,000,000 pounds. Election Returns. CINCINNATI, October 9.-Carey's majority is 994. Bepublican loss 2,800, and the constitutional amend? ment defeated by 5,000 in Hamilton County. The Cincinnati Gazelle and Com? mercial both telegraph that negro suffrage has been defeated by 50,000. The legislature is Democratic. They claim Hayes' oleotion by 3,500. Woodward, Democrat, is elected in the 12th Pennsylvania district. The Democratic majority in the State is about 9,000. The charter election at Newark, N. J., resulted ia the eleetion of a Be? publican Mayor by thirty-five votes a radical loss of 1,200. Private despatches make Thur? man's election highly probable. No figures from Iowa yet.
