Tho soldiers had beaten a colored man for refusing to sell them liquor last night, and this morning beat another, when tho negroes ral? lied and a street fight ensued. Tho citizens closed their' stores, and a company of soldiers were sent in from the camp, who restored order. One soldier was stabbed in the melee and about a dozen soldiers and blacks badly beaten, ?j , , CHARLKSTON, September 10.-Gen. Canby has issued the following order: HEADQ'RS 2D MIL. It being known that many p orson s subject to parolo under the terms of the surrender of the insurgent armies have, ni nee the 9th day of April, 18G5, voluntarily exiled themselves from the States lately in rebellion, thereby evading obligations manfully assumed and faithfully observed by all others subject thereto, and have since returned to the United States, it is ordered: That all suoh persons now resident or domiciled in, pr who may hereafter becotao residents or domiciled within the limits of the Second Military District-the States of North Carolina and South Caroli? na-be required to give, within thirty days after the receipt of this order, at the headquarters of the post or Dis? trict in which they may be so resi? dent or domiciled, the parole pro? scribed on the 0th day of April, 1865. The fever has appeared at LaGrauge, Brenham and other interior towns. PHILADELPHIA, September ll. Tho boot and shoemakers have struck for twenty per cent, advance. It is reported that a portion of tho shops have agreed to give the ad? vance. WASIIINOTON, September ll.-The heavy radical loss in Alaine creates intense excitement hore. The Lower House, which, last session, had but thirteen Democrats, is now claimed by that party. Tho great central States of Now York, Pennsylvania and Ohio oro claimed as certain, and the defeat of negro suffrage in Ohio seems con? ceded. Tho records at the Attorney-Gene? ral's office show 18,000 pardons pre? vious to tho recent amnesty. A ques? tion has arisen whether brevet rank above brigadier-general excludes from the amnesty, and whethor tho term "agents" includes those who went abroad to sell bonds and cotton. There is no immediate prospect of Cabinet changes, though the pressure continues. Iuterual revenue receipts $272,000. A despatch from Baugor, Maine, says the result of the election in that State has astonished all parties. The i inmenso Republican majorities of last year havo been entirely overcome.
