The Constitution of tho Uni States being that form of civil vernment established by tho foune" of tho Union, with such change.' have boon subsequently maelo thoi in tho manner prescribed by itsel is tho only rightful government, bi ing upon every inhabitant of ranks, sexes, colors, ages anil coi lions; and it is the duty of each : every one, without exception or mi tication, under any circumstances protect and defend the same 2. Congress is not the Federal Go? vernment, nor is the President, nor the Supreme Court, The Federal Government is that form of civil po? licy established by tho Constitution, consisting of all three, each supreme in its own limits, and each entitled equally with the others to tho loyal obedience of every inhabitant of all the States. 5. By the Constitution, and under the fundamental law of the Federal Government, which ia superior to Congress, and of which Congress itself is thc creator, representation in Congress and tho Electoral College is a right fundamental and indestructi? ble in its nature, and abiding in every State, being a duty as well us a right pertaining to the people of every State, and the denial of which is thc destruction of tho Federal Govern? ment. G. Each State, under the Constitu? tion, has the exclusivo right to pre? scribe the qualification of its own electors. Tho conservative men of Alabama adopt, as a further expression of their opinions and purposes, the following: 7. Resolved, That it is our earnest aim and purpose to cultivate relations of friendship, harmony and peace between the two races; to deal fnirlv with tho blacks, and to instruct and aid in instructing them in a proper understanding of nil their duties to themselves, to society and the coun? try; and wo denounce as treacherous aud base all attempts, by badmen, to engender or encourage antagonism between the two races; both are in? habitants of a common country, sharers and Bufferers of a common destiny, and we will do all in our power to instruct and elevate the colored race in its moral, social and political responsibilities. 8. Resolved, That while .we have much charity for the colored man, and feel inclined to look indulgently on tho prejudices of his race, uncul? tivated, and encouraged, ns they have been, by recent events, and by insi? dious counsels of bad men, we appeal to him, by the common interests of a common country, to place his trust in those he knows to bo honorable, and to deal cautiously with strangers who bear no evidence that they were honored where they are better known.
