News Items. MONTGOMERY. August 28.-Regis? tration returns received in full for all Counties in Alabama. Total, 160,990-whites, 72,474; blaoks, 88, 248.. Only ten candidates have been announced in the State so far, one of whom is colored. Sixty-six bales of new cotton have been received up to date. The corn is safe, and in large quantity. Cot? ton greatly damaged in the last few weeks for lock of rain and by worms. WASHINGTON, August 28.-It is stated that Grant has written to the President, claiming that Congress vested authority in the five Districts in the General of the United States Army. Grant is unwilling to vest it in another, and, therefore, will, at least, delay ordering the execution of tho executive order relieving Sickles and Sheridan. Brownlow has appointed D. B. Cliff, Receiver, and Mr. Richards, of Memphis, Superintendent of the Memphis and Ohio Railroad. The Secretary of the Treasury bas leased tho Bostom News Rooms for a Sub-Treasury. The following was issued to-day, in pursuance of the foregoing order of the President of the United States: Brevet Maj. Gen. Conby will, on receipt of the order, turn over his present command to the officer nc.:t in rank to himself, and proceed to Charleston, S. C., to relieve Maj. Gen. Sickles of the command of the Second Military District Maj. Gen. Sickles, on being relieved, will re ?>air to New York city, and report by otter to tho Adjutant-General. By command of Gen. Grant. E. D. TOWNSEND, Assistant Adjutant-General. The order regarding the Fifth Dis? trict was not promulgated at 3 o'clock to-day. Internal revenue receipts to-day $558,000. Grant had a prolonged interview with tho President. During the in? terview, matters were adjusted and Grant's letter of yesterday was with? drawn. .Subsequently, the order re? lieving Sickles was promulgated, and there are assurances that the order affecting the Fifth District will be promulgated to-morrow. RICHMOND, August 28.-To-day, before the United States Commis? sioner, the counsel of a party charged *~?th evading the revenue law, plead ^rvant of jurisdiction, on the ground that the revenue law of Congress pro? vided tho same number of inspectors in a State as that State had represen? tatives in Congress, and as Virginia has no representatives, there can be no legal inspectors in ber limits. The Commissioner took time to con? sider. Gen. Schofield is quite ill with fever, near Hampton. NEW ORLEANS, August 28.-The City Council has appointed new school directors and other officers, a portion of whom aro colored. The deaths from fever on Monday amounted to 14, and yesterday 15. QUEEN VICTORIA.-The London medical journals continuo to report that tho health of Queen Viotoria precludes her from taking part in public ceremonials. The appearance of the Queen in public, on n recent occasion, was followed by a most dis? tressing attack of sickness and ex? haustion, which lasted for several hours. Tho London Lancet says that it is right to bo known that her Ma? jesty, with tho greatest desiro to fulfil all those duties which appertain to her dignity or her hospitality, is occasionally prevented from perform? ing thom by bodily suffering, of a character most difficult to bo borne. In New Castle, Delaware, recently, a colored man, who bad killed his brotbor in a drunken rage, was pub? licly pilloried, then whipped with sixty lashes, forced to pay a fino of $5,000, and then taken to prison to bo confined for life. EXCITEMENT IN CHURCH.-Yester? day morning, as the congregation of the Second African Baptist Church, on Franklin square, were about as? sembling for worship, a crazy negro, named Jacob Wilkinson, entered the pulpit, and started to preach. He commenced by saying that Brother Campbell was a good Baptist, but he was a better Methodist After going cn for a short time, he suddenly picked up a spittoon and threw it in the midst bf the congregation, and then started after them.
