CONFLICT OF AUTHORITY.-The Ma? rion Star says: There occurred at this place, on Saturday last, a most unfortunate and mischievous collision of the mili? tary authorities with the regular ad? ministration of justice. A freedman, named Ben. Finkten; had been ar? rested and imprisoned under due process of law, for aa assault and battery with intent to kill, upon tho person of William McClellan. This ho refused to do, de? claring that both tho State law. and Order ?o. 10 of. Gen. Sickles re- j quired in criminal cases that tho^ usual recognizances should be given, and that.there must be bail; that in ibis case the physician attending the assaulted porty ha<i informed hit?, that bi} was in a ..critical condition, ! and that his recovery was doubtful; that to release the prisoner under I those circumstances would violate his sworn duty to the State laws and the express provisions of paragraph eleven of Order No. 10, to which ne. especially called the attention of the officers of the Burean. They replied that they had nothing to do with Gen. Sickles' orders: that they acted under Gen. Scott, who was the ruling power in this State, and would sus? tain their action in this case; that they had orders from him declaring that freedmen should not be required to give bail, and that they recognized him only, and that this negro should not give boil; that Congress would sustain Gen. Scott in what he did. Mr. Moody still declining to dis? charge the prisoner upon his own recognizance, they called a freedman standing by-Coleman Alford-and instructed him to go to the jail and order the jailer to turn out the pri? soner. Alford started ont in hot haste, and on the verbal order deli? vered by the negro, the jailer turned the prisoner out, and he is now ot large. ? ?> *> ? THE CHOPS.-A letter dated Dar? lington, July 23, in speaking of the crops, soys: "The cotton crops in this section hove been greatly injured by the ex? cessive rains in June. Our planta? tions for sevc-ral years past have not been properly drained ; consequently a portion of the t rop has been drown? ed, and the grass ia most farms has had the ascendancy. I saw many fields the past week that is ia the grass, and if properly cleaned will be too late to manure. I regret to say that the corn crop, which is of most importance, has been much ne? glected by our planters;and, if weare allowed to plant another year, this Dist-ict will have to import a large quantity of grain. Tho Rome correspondent of the London Times writes to that journal: I have already mentioned'that on Mondny evening ' the deputation of tho Hundred Cities of Italy presented n magnificent album, to the Pope. On that occasion, Count Claudio j Boschettirend the address to his Holi? ness, which it is not not necessary j to give, and the Pope replied. The ! answer has not yet beeu published, ! but I haye managed to procure a copy j of it, and send it entire, as it shows I what the animus of.the Pope is, and to a certain extent what will be Iiis future policy. That is not uuify which is founded on egotism; that unity is not blessed which de? stroys Charity and justice, which ,tramplos'under foot the right of all of the ministers of God and of good christians. They , have all for their enemies; all stand in array against them; for they have as their enemy God himself. The hoar has dawned, our triumph cannot fuil, and if it be delayed let us suffer in peace the inflictions of Divine justice. I am moved by this demonstration of af? fection-by tho sentiments which you have expressed to me in your own name, and in the names of the Hun? dred Cities of Italy, and I declare to you nil my gratitude, my tender? ness. I bless those who have pre? sented me this offering, and their families. I bless you and your fami? lies with a special benediction, and if any of them has wandered-if a father, a son, or a brother, deceived by fallacious ideas, has wandered into the path of error, let this benediction canse him to return to the straight path.
