Hi? natue is Sykes, aud ho has written a. long letter iuteuded to dissuade tho South from taking any part iu re? organizing their State Governments under tho law of Congress. He writes very much in the samo vein as Gov. Perry, and says nothing which has not beeu much better said by the Governor himself. He is somewhat more rhetorioal-quotes more poetry -says ho is "un awed by power aud uubribedby gain," and is particularly horrified by tho prospect of ucgro suffrage. Ho is aware a good many distinguished gentlemen differ from him, but he adheres to his own views. Ho will be very glad to learn, by and by, that their views, and not his, havo carried the day. Wilde's agrarian speech is attracting no little attention, aud a little frightens the Republican property-owners of the North. The I Times not only repudiates it, but calls especial attention to that part of it whioh would cut up estates, and give, by confiscation, small farms to tho negroes of the South.
