Tho special correspondent of . the Baltimore Sun writes} from.Washing? ton: . . . il** Tho administration' is in ' daily receipt of correspondence from lead? ing men of tho South, giving ns-J snrance that the great body of tho Southern people are determined to organize under the reconstruction laws recently passed, and that' the only [disturbing elements in tho South aro tho imported politic "??ns from the North, who ore macing every effort to bring about discord be tweo? tho wnito and colored people. A letter just received from a promi? nent citizen of tho North, now making a tour of the South, is par? ticularly instructive in this regard. The writer says thatjthc only turbu? lent spirits are Northern men, -who appear to be in the interests bf tho radicals of the East. Ho declares that the removal of civil officers by Gen. Sheridan is considered unfor? tunate; that Judge Abell has ever1 been an uncompromising Union man; that Heth, his successor, was "one of Butler's spies," and in in fine, "that nono of Gen. Sheridan's appoint? ments can command the least re? spect." Tho writer, in conclusion, says: "Gen. Sheridan is* daily be? coming more unpopular, but the j people will submit to his rule." THE SUPREME COURT.-Tho Now York Times says: Whatever bo the upshot of the at? tempt to array tho Supremo Court in opposition to the reconstruction legis? lation of Congress, tho good faith of President Johnson has been con? clusively vindicated. Attorney-Gene? ral Stanbery's argument in reply to the Mississippi application leaves no room for doubt or misrepresentation. It has demonstrated, not only that tho President is not in leaguo with the Southern opponents of the law, but that he is intent upon its literal and immediato enforcement, and will disregard all interference with his authority and its attendant duties. His opposition to tho enact? ment ceased with the exercise of his veto power. That having been over? come, he knows only one duty, which is to execute the law without reference to his own estimate of its provisions. The announcement will bo doubly serviceable. It vindicates tho Presi sident on an important point from tho aspersions of the eager advooates of impeachment; and it will teach Southern malcontents tho futility- of at least ono hope on which thoy liovo confidently relied. SOUTHERN AID.-Tho New York Herahl, of Monday, has tho following item : "J. F. A3.," ono of the committeo appointed to presont the hose car? riage to the Columbia, S. C., firemen, earnestly solicits his fellow-citizens to relieve the destitution pervading that section. He asks: "Why should wc still hold from them all that is dear to a freeman? Proceedings of City Council. COUNCIL - CHAMBER, COLUMDIA, April 1G, 1867. Present: His Honor the Mayor; Aldermen Alexander, Fisher, Geiger, Hunt, McDonald, McKenzie, Rad? cliffe, Walter and Wearn. The minuter of last regular and special meetings were read and con? firmed. Sam. Green, Chief of Police, ten? dered his resignation as Chief of Police. On motion, tho resignation .was accepted.
