Colfax, for Speaker, is unopposed. He predicts a six weeks' session. GEORGETOWN, D. C., February 25. The municipal registration shows that 971 negroes and 1,350 whites voted. The election reported close. ATLANTA, February 25.-Ex-Go v. Brown publishes, in the morning papers, a three column letter, review? ing the situation and advising the people of Georgia to accept the terms imposed by the bill recently passed by Congress. WASHINGTON, February 24.-Mr. Cooper's minority report of the South Carolina murder case says: "It is true, that Generals Thomas, Sickles, Wood and Baird, in their testimony, state that 'the courts do not adminis? ter full and impaatial justice where Union men, soldiers and freedmen are litigants, and that they are not safe;' but they, iu answer to direct questions, furnish but one case in Tennessee, one in Mississippi, (at Grenada,) one in Louisiana, none in Virginia, except the W?itson case, none in North Carolina, Florida, Georgia or Alabama." All testify explicitly that there has been no fault with the Governors of the respective States, or high officials, judges of tho Supreme Court, or in? telligent and well-informed citizens. Gen. Schofield testifies that the negroes arraigned for crime are de lit with leniently rather than harshly. The general feeling of tho respecta? ble people of Virginia, he says, is that of pity for the freedmen. The report takes strong grounds against the policy and constitution? ality of the proposed military go? vernments. BERLIN, February 24.-The Parlia? ment of the North German States was formally opened yesterday, by the King of Prussia. The members of the royal family and Count Bismarck were present. The King said he was encircled as no German Prince had been for ages. All hopes for the future welfare of the nation now . rested on the accomplished fact of a united Germany. He recommended Parliament to form a new Constitu? tional Union, which would be defen? sivo in character, and give unity, liberty and power to Fatherland. The State Senate of Mississippi has rejected an endorsement of the Sharkey-Orr compromise, because there was no evidence that it would insure an adjustmentwith the radicals. XXTTIEUEAS information has been com VV municated to this Department that a series of outrages have been perpetrated on sundry persons, whit?; and colored, in the Districts of Laurens, Greenville, An? derson and Abbeville, by three desperate outlaws, to wit: - Brown, known as Texas Brown, by - Sullivan, of Laurens, and by - Burkett, alias Bul khead, alias Wallace, wherein the lives of many persons have been threatened and the property of others pillaged; and whereas it has been repre? sented that Elias Brown, a freedman, has been murd, red by the two former; and whereas the said Brown committed an as? sault and battery on the person of Lewis Clark, a freedman, with intent to kill, at. Cokesbury, S. C.; and whereas th?; said Brown, Sullivan niel Burkett, alias 'Wal? lace, perpetrated a daring robbery upon Jessie French, ?i citizen of Greenville, S.
