The whole matter is dead for this session. The House was full-the galleries crowded. Banks .introduced a reso? lution, allowing a national vessel to carry contributions of clothing and provisions to the destitute people of tho South. Spalding objected, lest debate should follow. Sherman's bili came up. A motion was made to lay the whole matter on the table, when Mr. Stokes attempted to read a despatch he had received from Tennessee; but was cried down. Thc vote on thc motion to concur was 73 to 9S. The motion fora Com? mittee of Conference was agreed to without division. Stevens, Shella bergcr and Blaine are the committee. The report of the Conference Com? mittee on the tenure of office bill was adopted-113 to 40. It includes Cabinet officers among those whom tho President cannot remove. The death of Samuel Downing, the last Revolutionary soldier, was announced. The militia bill, giving a standing army of two regiments to each dis? trict, came up. Thc Democrats filli bustered through the hour assigned j it, and it goes over. The House then j went into committee on the military appropriation. It gives the Freed-1 men's Bureau, for various items, ! ?3,830,300. The second section makes the General of the army's headquar- j tors in Washington ; and that he shall not be removed, suspended, relieved or ordered elsewhere, without the approval of the Senate. Any person issuing orders contrary to this Act shall be deemed guilty of a misde? meanor, punishable with imprison? ment not less than two nor more than thirty years. ?.**??:.?. In the Senate, thc action of thc House on Sherman's substitute was reported. William? moved that the Senate insist on its amendment. Conness objected-as he thought it too important to entrust to commit? tees of conference. The difference between the two Houses was a fun? damental one, and a conference com? mittee could give no further light. The result in the House arose from the bad faith of past friends of the measure. He was in favor of laying on the table, to take up the Louisi? ana bill and apply it to all the South? ern States. Sumner and Pomeroy advocated a conference committee. Howard said there should be no compromising or trafficking in such an important mat? ter. Sherman held that they could not reconcile the House without abandoning the principle of the bill. Opposition came from extremo sides -one holding that the States were entitled to representation, and the other that it was too liberal. Hen? dricks didn't think tho President would shrink from acting, if the bill reached him. Pomeroy repeated his belief that it would not become a law this session, either by conference or otherwise. Lane opposed a com? mittee; the difference was elemental -fundamental-and he was unwil? ling to abandon the Senate's position. Wade thought the matter too grave to entrust to a committee at this stage of the session, and preferred beginning the matter again. Allud? ing to Fessenden, Wade said Fessen den's course-being silent herc, then going to the House to try to defeat tho bill-might be honorable, but Wade did not like it. ] The discussion proceeded at great length, but was mostly of a personal character. Owing to the utter want of harmony, the Senate finally in? sisted on its amendment and refused a eommitk.ee, without division. News Items. WASHINGTON, February 19.-Pro? fessor Bache is dead. The Conferenco Committee on the tenure of office bill has agreed to in? clude cabinet officers. Saulsbury's speech denunciatory of Seward cre? ates talk. Surratt has been confined below decks and is strongly guarded. His health is excellent. He positively denies being Surratt. Marshal Goodin has a warrant for him, issued by Judge Fisher. Access is denied to every one except counsel. The Southern Loyalists' Associa? tion, by resolution, oppose Sherman's bm. The Senate will strike out the clause of the West Point appropriation for? bid ling appointments from Southern States. The Democrats and extre? mists voted against concurrence. Lovell H. Rosseau voted to concur, unless both houses act before mid? night. Pocket veto follows. Both tho New York Tribune and Washington Chronicle favored concur? rence, but Stevens was too strong. No action is now probable until after the Connecticut election, which oc eurs March.10; if that goes radical, harsh measures are certain.
