ceedings are scattering on Blaine's amend
nient. Many amendments are offered, but
the point on -which the "Republicans split is
thc Confederate vote; all favor tho black
vote; but some seem to abhor tho idea of
disfranchising the whites and placing States
at tho m<?rc.v of blacks; others arc deter?
mined on disfranchising tho Confederates
as a punishment; others because of fear of
their influence and votes as dangerous to
tho country. In tho course of debate,
Doolittle said the Sooth would not accept
universal suffrage, bot would prefer-mili?
tary rule. Wilson responded, '"Make them
accept it."
In thc llousP. concurrent resolutions of
the New York Legislature, approving the
District of Columbia suffrage bill, were
presented. Thc alleged corruption of
members, involving the honor of the
House, promising not to <lo certain things
if the President changed his policy, em

preme Court of Chambers yesterday, thc
case of George Olney, Captain of thc
steamer Washington, having conn1 on, ap?
plication for his discharge on a writ of
habeas corpus was made. The petitioner's
counsel contended that tho requisition ol'
Gov. Pierpont was invalid, on Hie ground
that there was no such State-as Virginia in
the Union, recognized by the Federal Go
vernment or Semite as such; that Gov.
Pierpont had been appointed Governor by
the President, but he had no right to make
such an appointment: that the Governor
of New York had no legal authority to ex?
patriate a citizen on the r?quisition of Gov.
.Pierpont, and that we have no treaty with
Virginia for that purpose. Olney was ar?
rested on tho requisition of Gov. Pierpont,
charged with running od" Ids vessel while
under an attachment for debt. The pro?
ceedings of this case are . looked for with
intense interest as being a vital question
squarely before the Supreme Court.

of Juarez is discredited. The Imperial
Government has a despatch announcing a
victory at Seacatacos. Juarez and Minis?

lie Hinckley is "the leading fairy
nudity in tho Black Crook, now being
performed in the New York Theatre.
The Mercury, a theatrical paper, says:
"It seems that Miss Sallie attended
Brother Smyth's lectures on the
Black Crook divinities; and so, when
she espied a scholarly and rather
good looking elderly gentleman, with
long hair aud prominent chin, on a
front seat at the New York Theatre,
the other evening, she 'knew her
man.' At the close of the scene, she
sent an invitation to tho Kev. Dr.
Smyth to come round on the stage.
If our information is true, the parson
went round, shook hands with Sallie,
whose Eve-like appearance pleased
him very much. Before leaving, Dr.
Smyth was introduced to the promi?
nent ballet girls, who thanked him
for baving spoken of them so favor?
ably in his recent discourse. It is
understood that the parson promised
to visit them at their home. Verily,
the time is coming when the lion and
lamb shall lie down together."
The Count de Charnbord, head of
the French Bourbons, has issued, in
the shape of a letter addressed to a
friend, a political manifesto, in which
he reviews the position of France
under Napoleon's rule. Speaking
for himself, and, as he assumes, in
the name of the people, he asserts
that the country condemns the
imperial policy in Italy, Germany,
Borne and Mexico, and says that if
ho is one day recalled to France, he
will save her or perish in the midst
of her people.

of the late Coufedorate army, in his]
pamphlet giving a history of his cam
paigns in the Valley of Virginia, as?
serts that the Federal generals, in-|
eluding Generals McClellan, Grant
I Monde and Sheridan, never failed, in
all their despatches, to place the
forces of the Confederates opposed
to them at three to four times their
real number. In these assertions.
General Early is supported by other
Confederate commanders. At tho
?battles before Richmond, when Gen.
] McClellan estimated General Lee's
army in defence of the city at over]
200,000, it is affirmed that the Con
federate force di I not exceed 70,000;!
at the battle of Antietam, when the
Confederates were estimated by Gen.
McClellan at over 100,000, there were
but MO,000; at Cold Harbor, when
Gen. Grant put down Gen. Breckin-!
