Tho constitutional amendment is to bo adopted; tho laws withdrawing from the Union to be declared nail: tho United States debt to be sacred; tho insurrectionary debt to be forever re? pudiated: persons oom in the United States to he citizens thereof and of the States in which they reside; representa? tives to be proportioned to tin whole num? ber of people, excluding untaxed Indians; no other suffrage qualification than $250 taxable property and ability to read the Constitution in English and write his name. The amendment to the Constitution to be in accordance with the above, except that none shall be excluded from f ranchise who have heretofore exercised it by tho pro? posed restrictions. The Democratic mem? bers have not been formally consulted on the new plan; neither has it transpired that tlie Republicana have; made pledges binding them in case tin South adopts it.
