In the Senate, the Colorado veto was read, and motions to postpone its consi? deration occupied the time of tho Senate to the expiration of the morning hour, when the tariff bill was taken up. The President submits the correspond? ence relative to Fraser, Treuholm & Co.'s settlement. It involves unsatisfactory and contradictory orders to tho agents of tho Treasury. Tlie President, in his Nebraska veto, confines tho argument to inconsistency with the enabling Act, and the Constitu? tion of the additional section conferring suffrage on all citizens by legislative ac? tion, as contrary to tho verbiage of the constitution regularly adopted on which Nebraska claims admission. Ile maintains indirectly, but positively, the right of the States to regulate franchise within their borders, and urges that tho organic chang 's proposed by Congress should be submitted to the people of Nebraska.
