New Yrar's Day nt thc South The New York World has thc fol? lowing comments on the condition of the Southern people of both classes during thc recent holidays': "It is difficult to believe that any person can honestly go with the radi? cal leaders in their thousand-times reiterated Assertion that the Southern States are not fit to receive their rights under the Constitution, be? cause they arc filled with hatred both against the Union and against the 'freedmen.' "Thc telegrams which yesterday reached ns from all parts of the South, in regard to the celebration of New Year's Day, must, of themselves, suffice to make every really candid person, every person who frankly seeks to know the truth, pause and think twice before be accepts such statements as that tia; live:-, of the freedmen would noe be safe in the South were the South repres< nted in Congress under the forms of the Constitution. These telegrams de? scribe to us a series of'negro festivals held in all the leading cities of tho South on New Year's Day. In Rich? mond, in Louisville^ in New Orleans, in Charleston, in Augusta, the eman? cipated negroes paraded tho streets in organized bodies, often accompa? nied with military music, mid in thorne cases nuder tiie Leadership of a 'med men brandishing swords. At Ki di mond, one of these proe* tsious brought up in the Capitol S^naroj where it was harangued foran horn? by one of tho incendiary Turch-aud Turpentine Tramps, Hunuicutt. "This individual filled bia month with tar, and set it on fire with his tongue. He vomited forth volleying flame and pilchy smoke, invoking u servile war against the whites of the South, denouncing thc President of tito United States as a traitor io liberty, and generally stirring up ail that is worst and meauest ia the passious-of his hearers. Iti> impos? sible that there should be two opi? nions among reasonable meu as to the indecency and positive scandal of snell performances. That the negroes should desire to celebrate the anni? versary of their emancipation, is na? tural enough. No one can blame them for so doing; but to cele? brate this anniversary with a simu? lated pomp of war, and to make it the occasion of hot and incendiary addresses, directly designed to array the black race against the white,'is a public crime. Nobody who under? stands anything of human nature could have been astonished if such demonstrations had provoked coun ter-demoustrations on the part of the whites; and, if there hud bco? the slightest vestige of truth in the rep? resentations which thc radicals arc perpetually mukiiig of the condition and the temper of tho South, such counter-demonstrations must infalli? bly have occurred. Rut nothing of the sort came to pass. The sons of Africa went through with their jubi? lee unassailcd and undisturbed. Htinnicntt reared himself hoarse from the steps ot the capitol at Rich? mond, without receiving so much as a single egg to clear his voice withal. Ii the celebration of New Year's. Day at tiie South proves anything at nil, it proves that freedom of incendiary speech is more absolute in the rebel State of South Carolina to-day than is freedom to worship God in Ibo loyal State of Missouri. In Missouri, under a radical Governor, minister., of the Gospel who essay to break the bread of life to their people without permission ol' thc powers that be, me daily seized, fined, imprisoned or driven into exile. In South Caro? lina, the men who, tine- years ago, weft; slaveholder* mid re os, ctn see the. streets filled with den .nt, proces? sions ol liberated slave., tinier tho flag of th ; Union, without I fling a finger, or uttering, as far as appears, an angry word.
