The Time.*, of this morning, says, upon good authority, that Sir Frederick Bruce, the British Minister at Washington, lias been instructed to ascertain whether tlie United States Government will submit thc Alabama claims to arbitration, provided that certain points for arbitration are agreed upon previously. Congressional. WASHINGTON, January 8. -In the Senato, a petition was presented from wool-grow? ers, asking an increase of the tariff on wool. Also, a petition asking an appro? priation to repair the Mississippi levees. Mr. Edmunds presented a petition for the free, curtailment of '.lie currency, or an immediate return to specie payments, by Act of Congress; all of which wore appro? priately referred. Mr. Williams offered a resolution, which was adopted, asking of the President if any violation of thc civil rights bill had conic to his knowledge, and, if BO, wliat eteps had been taken to punish offenders. In tho House, immediately after reading the journal, the Secretary ol the Senate d elivcred a message announcing tho pass? age of the District suffrage bill over :!:;. President's veto. Mr. Heblack, Democrat, mov?>d that as thia was thc anniversary of tho battle of New Orleans, which many on his sido regarded as a holiday, the House should adjourn. He added, that the Con? gress usually adjourned over this period. Mr. Ashley remark? il that was played out. Tiic motion was rejected, and thc District suffrage bill was then taken up and passed over tho President's veto, hy a vole of 113 to 38. After which, tho Speaker announced, that the measure having be n adopted by thc necessary constitutional majority, had ' now become a law. In the Senate, the bill to provide for thc ' payment of pensions was taken np, in which thc removal of officers daring thc recess was alluded to. Mr. Sherman stated that ho intended, at au carly day,.to intro? duce a bill making it criminal to attempt to thwart tho constitutional power of the Senate of appointments. The Nebraska bill was discussed at length. ? Mr. Creswell, of Maryland, planted him? self upon the platform of universal suf fragi". and declared in favor of territorial? izing Maryland, should she. not grant it. Thc Senato adjourned, with the under? standing that a vote would bo taken to? morrow afternoon. The bank? had contended that the shares were like Government bonds, exempt, from State taxation. The Supreme Court of New York decided against them.
