The facts given in our speoial Washington fetter, which wo publish this morning, will furnish our readers something of an idea of the measures which the radicals intend to resort to for the purpose of retaining power. It seems that the impeachment scheme has not been abandoned, but simply postponed until the meeting of the fortieth Congress, for the reason that tho majority of the Senate refuse to co-operate in a movement of the kind. They therefore propose, now, to carry on a system of pretended in? vestigation, and spread before the public such garbled statements us will, iu their opinion, convince the Senate of the necessity of getting rid of the President. While these com? mittees are at work, they propose to have laws that will effectually tie the hands of thc President, and divest him of all thc power possible. The so-called Southern loyalists arc in session there, furnishing one-sided statements in regard to the action of the Southern people, for the purpose of encouraging the radicals, und thus keeping them tip to a working point. The scheme especially advocated and urged upon Congress by this fue ti on, shows to what extent the extreme men of the country are ready to push their plans to obtain power. Thcro is, in all this, especially on the part of the radical leaders, a boldness, and, we might ?tdd, a rashness, that is some? what astonishing. They make no secret of their plans, but proclaim them on all occasions, with that as? surance that carries with it perfect confidence, in their own minds, of success. IL is probable that, were it not for the opposition of such men as Sher? man, itarris and Fessenden, in the Senate, who refuse to do the bidding of the extreme men of the party, the most extraordinary revolutionary measures would be resorted to. The real object of all this is, beyond any doubt, the control of the next Pre? sidential election, and the exclusion of the Southern States from partici? pating in that election. If, with all of these schemes, we escape another conflict, it will be almost a miracle. It will not be for thc want of deter? mination on che part of the radical chiefs. Tue hope of the country, at present, rests with the good sense of the Senate, which may refuse to lend itself to the revolutionary schemes of the leaders of the House. [New York World. How TO HIKE FREEDMEN,-The Picayune, noticing the calls for meet? ings of planters in Mississippi and elsewhere to consult as to the best sort of contracts to make with freed? men, makes this suggestion : "We ask them to take the usual free State plan with men of allcolors: I'll hire you by the month or week at so much, feed you alone BO long aa you stay with me, and discharge you whenever you fail to do good work; pay you cash down at the end of your month." MANASSAS CAP RAXU?OAD.-We are very much gratified to learn that matters pertaining to this important line, of communication with the fair and fertile valley of Virginia ure pro? gressing most satisfactorily, and that in about five weeks the road will be completed, and tho trains in motion to Piedmont-a point almost in view of the great granary of the "the mo? ther of States." [Alexandria Journal. The New York city press is wasting a good deal of labor and ink in urg? ing Congress to legislate more for the material interests of the country, and less for mere party purposes-in other words, it is asking that enlightened and patriotic body to do something it is incapable of. The dominant party in Congress was not elected io refer? ence to the real interests of the coun? try, but for a very different work. Turc NATIONAL 1)EI?T.-The "Louis? ville Democrat thinks a short way to get rid of the national debt would be to g??t (?ovornmont cotton speculators to steal it. IMPARTIAL SUTTBAGE.-Tho Louis? ville Democrat throws out the follow? ing excellent suggestions upon :i subject of public interest: We have suggested again and again that the North take her proportion of the American citizens of African de? scent, and locate them where justice will be done them. Governor Worth, of North Carol'.ia, has made the same suggestion. It is the best plan of reconstruction we know of. The in? terest of this class is the desidoratum, and this is the way to secure it. In that case, the civil rights bill, impartial Ruffrage, or anything else, will do. Such measure will at least operate equally on all the States. But the main point is, that the American citizen of color will be amongst his equals and friends, who will take care of him, and they can never be satis? fied to leave him down amongst these Southern sinners. They feel that ho is unsafe, and must have freedmen's bureaus to take care of him, and spend a great deal of money to do it. Besides, it will be no wrong to the darkies. They, will be glad to go where they are more appreciated. In? deed, is it not singular that the ne? groes do not go North? The radical papers tell us about outrages that the negroes suffer in the Southern States. These reports keep up a constant ex? citement in the radical mind. It is an evil so easily remedied, that we don't see why the policy we suggest is not adopted. If they want the negro to vote, let him go on North and vote in wel? come. He cau't vote worse than the majority of white people there. We can't expect Democrats North to agree to this; but no matter, if the radicals agree, they can carry the measure, and, in that way, the South will be suited. They will bc loyal on that point. HADICATJ SCHEMES.-There is an evident improvement in the tone of public sentiment at the metropolis. More moderate views have not, in? deed, been developed by the leading radical Republicans, but they have been compelled to change their de? ceitful tactics with respect to the South, while those statesmen of the constitutional party who had almost "despaired of the Republic" have been of late encouraged to hope that we have seen the worst, and may now reasonably expect a speedy return of the Northern mind to something like common sense. It is now clear enough that the revolutionary mea? sures proposed by individual mem? bers of either House of Congress looking towards a disruption of the Uuiou by converting the ten unrep? resented States into provinces, to bi governed by alien suti'aps, or thal other mode of upsetting the existing General Government by turning those States over to the tender mer? cies of the blacks, und this baudin of mercenary allies-a sure methoc of producing internecine war-an now admitted to be impracticable tinder the forms of the existing Go vernment. The rejected Southern member! will not be admitted to seats in Con gress, on any terms, until after the Presidential election. The contem plated overthrow of the Government it is seen, cannot be ucconiT>'i?!ied b] mere acts of Congress duringa tim? of profound peace, and while hones judges occupy seats on the Supreme Court bench. The excitement o? i Presidential electiou, therefore, anc a determination by the House to ex elude the electoral votes of ten sove reign States, is relied upon as tin propitious moment to force upon tin country another war.
