Thc minutes of tho last meeting were road ami confirmed. Tho following report from the managers of election was read: COLUMBIA, December 3. 1SG0. We, the undersigned, managers uf an election, held this day, for ono Alderman for Ward No. 2, do hereby declare that John Stork received a majority of tho votes cast, and wo do hereby declare him duly elected Alderman of the city of Colum? bia." (Signed by tho manager.-.) John Stork, Alderman elect, appeared, was qualified, and took his seat. Alderman Stork was appointed on the following standing committees: On Ac? counts, (as Chairman,) Alms House and City Schools. A petition was presented by Joseph Cy? rus, praying that he bo allowed to erect a blacksmith shop ou Blauding street, near the Charlotte' and South Carolina Rail? road. GENTLEMEN: At a mooting hold last evening, at the Council Chamber, tho se? veral Wards within the city were represent ed by "Aldermen and citizens appointed by your body as assessors, to value the real estate within the limits of tho corporation. Tho assessors having duly considered and discussed tho subject, beg leave to repprt: That to do thc work which has boon as? signed to them effectually, will involve an amount of labor, and occupy much moro of their time, at this season, than can bo well spared from their business. Received as information. Assistant Policeman Dooley tendered his Resignation as policeman, which, on mo? tion, was accepted. Ch?'rges wore preferred against Police? man Cooper, for drunkenness whilst on duty. A motion was made that ho bo dis? charged from his office. An amendment was offered that ho be tined S10 for tho offene? and retained. Tho yeas and nays being called for and ordered, tho following was the result on tho amendment: Yeas Aldermen McDonald, Taylor, Walter and Weam-4. Nay-His Honor tho Mayor; Aldermen Geiger, Hitchcock, Hunt and Radcliffe. Tho vote was then takeo upon tho motion that he bo discharged, which resulted as follows: Yeas-His Honor the Mayor; Aldermen Geiger, Hitchcock and Radcliffe- 4. Nays-Aldermen Hunt, Mc? Donald, Taylor, Walter and Weam-5. The motion was therefore lost. The accounts of William Sloane, for corn, $21.60, Jett Douglas, for two months' ser? vice at tho Market, $30, and T. J. La Motte, for freight on school booka, $2.75, were ordered to bo paid. An application was received from M. D. Arledgo, for tavern license to retail spirit? uous liquors. Referred to the Committee on Licenses. The City Clerk presented his report for the month of November. Referred to tho Committeo of Ways and Meaus. Tho Clerk of the Market presented his j report fdr tho month of November. Re? ferred to tho Committee on Market. Thc Chief of Police presented his roport for the month of November. Referred to the Committee on Guard Houao and Po? lice. Tho Committee on City Schools present? ed the following roport: To his Honor the Mayor and Aldermen of the Oily of Columbia. GENTLEMEN: Tho Committeo on City Schools would respectfully roport that, ac? cording to your instructions, tho City Malo School was opened under tho superintend? ence of Mr. W. H. VVigg, and has been in successful operation up to tho present time. You aro awaro that tho term for which the school was opened is nearly at its closo, and as no provision has been made for its continuance, wo would respect? fully recommend, if the finances of th? city will permit, that it be put in operation as carlv in tho new year as possible. The number of the pupils has steadily in? creased, and tho attendauco has been remarkably good. Tho Committee found the supply of books for the scholars quite inadequate to their necessities, and through tho kind? ness ot the. proprietors of the city papers, mado an appeal to tho charitable for any donation of books which they might have, for tho benefit of tho school." In answer to that appeal, Messrs. Russ & Co., of New York, wi'th praiseworthy liberality,'sentthe Committee a full supply. Your Committeo would, therefore, recommend the adoption of the following resolutions: Jiesolved, That the thanks of tho City Council of Columbia aro duo, and ar!; horobv tendered, to Mossrs. ltuss <V Co., of Now Yoik, for their liberal donation of school books for tho usc of tho city school. Jtrsolced, That our thanks aro hereby tendered to Messrs. F. G. DoFontaino and W. E. Scott, for their active exertions in enabling tho Committee to obtain tho books. Tho Committee on Licenses submitted a report, recommending that the application of John Dooley for quart license to retail spirituous liquors, and tho application of Janney & Tolleson, to transfer their license toW. An Ordinance, entitled "An Ordinance Regulating the AppointmenOaud Defining the Duties and Powers of the Police of the City of Columbia." received its third read? ing, passed, was duly ratified and became a law, as follows: An Ordinance regulating (he appointment awl defining the duties and powers of the Police of thc city of Columbia. SEO. 1. Be it ordained by die Moyer and I Aldermen of thc eily vf Columbia, in Coun? cil assembled, and bg the authority of Ole same. That the police force of thc city of Columbia shall consist of ono chief and such number of assistant policemen as may, from time to time, be determined on by the City Council, all of whom shall be, at all times, both night and day, in the service and at the command of tho Mayor and Aldermen of said citv. SEC. 2. Ile itfurtlier ordained, That tho Chief of Police and Assistant Policemen shall be elected by the City Council by ballot, once every two years, on the third i Tuesday of April, immediately succeeding the election of Mayor and Aldermen, and shall serve for two years from the date of said election, unless sooner removed by vote of the City Council on cause shown. SEC. Be it further ordained, That the discipline and management o ?he police force of the city shall be vested in the Chief of Police and the Committee on Guard House and Police, subject tu such rules and regulations, now of twee, or stich rules, regulations and ordinances as may be passed hereafter by the City Council. SEC. 1. Be it further onlained, That the Committee on Guard House and- Police shall make snell rules and regulations as maybe by them deemed necessary for the I government of thc police, force of the citj : and for any neglect or violation ?d' such rules or regulations, thc City Council may impose a linc not exceeding twenty dollars, to be deducted from the salary of tin) po? liceman so offending. SEC. 5. Be il further ordained. That the pay of the police shall be as follows: Tho Chief, eight hundred, and the Assistant Policemen, six hundred dollars per annum, payable monthly. Si:c. (i. Be it further ordained, That the Chief of 1'oltco and thc Assistant Police? men shall give bond before entering upon t ie duties of their office; Hie Chief, in thc sum of one thousand dollars, and each As? sistant Policeman in the sum of live hun? dred dollars, for tho faithful performance of their respective duties, with such se? curity as may be approved hythe Mayor and Committee on Guard House and Police; and take the following oath before thc City Clerk, in the presence of tho Mayor: "1 do solemnly swear (or affirm) that I will faithfully discharge all thc duties required i of me to the best of my skill and ability, and that I will conform to the ordinances of the city, obey all regulations made for my govi ruinent, and report forthwith all violai ions of city ordinances which come to my knowledge." SEO. 7. Be il further ordained, That it shall bc the dnty of the Chief of Police o enforce and carry into effect all and each of the city Ordinances now in force, or that may hereafter bc of force; to obey and ex? ecute all commands and orders of tho City Council, as well as of the Mayor and Alder? men, in relation to all matters in which thc city may be concerned or interested; to be vigilant in detecting any violation or breach lot any city Ordinance; to finnish once in every month to th" City Council, at a regu? lar meeting, a detailed re port, in writing, of all offences against the city Ordinances, or any of them, as had been detected by bim or any of his assistants, and under the direction of the Mayor or Mayor pro tem., to prosecute all offenders again-t thc Ordi j nances of tho city, or any of them; to re? port, at the first regular meeting in each month of tho City Council, in writing, all 'neglect of duty or absencos of Assistant Policemen; to assign to Assistant Polico? men their duties and see that they perform them; to superintend and assign tho duties ? of Steeplemen, and further to perform all I such other and edlitional duties, and to comply with all such regulations as may at any timo be prescribed to him by thc City Council. SEC. 8. Be it further ordained. That ii I shall bo the duty of the Assistant Police? nion to enforce and carry into effect, to the utmost of their ability, the Ordinances ol tuc City Council, according to the true in? tent and meaning of the same; to obey and conform to the rules and regulations made i for their government; to obey and execute all orders emanating from "tho Mayor ol any of tho Aldermen of the city, or froiu the Chief of Police, in relation to all mat? ters in which the city may be. interested. SEC.. 9. Be il further ordained, That nei? ther the Chief of Police nor either of thc Assistant Policemen, shall absent himsel: at any time from tho performance of his duty, without tho consent of the Mayoi and Committee on Guard House and Police under tho penalty of dismissal from office or fine not to exceed twenty dollars, fm each' offence, to bo imposed by the Cib Council; and further, that tho Chief ant As.-istant Policemen shall at any time lu kable to be removed from office, and'bc subject to a fine not to exceed twenty dol lars for each and every neglect of duty o violation of rules or Ordinances, to bo ad judged by the City Council, and deductot from tho salary of such Policeman, SEO. 10. Be il furtfier ordained. That th Chief and Assistant Policemen shall uso m undue violence in making arrests or in th discharge of their duties as policemen; tba they shall keep an account of all money received by them a? rcwffds, and pay i over to tho Chief of Police, who shall rc port the same to tho City Clerk at tho en of each and every month-tho samo to b divided equally between tho policemen n thc expiration of every three months; tba thoy aiiall have authority to call to thei ash stance any citizen or citizens to aid" i quelling riots or any other breach of th peace, and to report all persons who sha refuse to render such assistance to the Cit Council. SEC. ll. Be itfuHlher ordained, That any person or persons who ?hall ho convicted of opposing or interrupting tho Chief of Police, or any of the Assistant Policemen, in the legitimate discharge of his or their (lotu s, shall bo tined in a sum not exceed? ing tit ty dollars for each and every offence, at tho discretion of tho City Council. SEC. 13. Be it further ordai a-?, That nei? ther tho Chief of Polico nor any of tho As? sistant Policemen shall be allowed to visit grog-shops or retail drin.ung-houses, ex? cept on business connected with their duties as policeman. That on conviction j before the City Council of either thc Chief or any of tho Assistant, Policemen of a vio lation of this section of this Ordinance, ho or they shall be tined not exceeding five dollars for each and every violation, which line shall be deducted from his or their sala? ries; and should they, or either of them, persist in violating this section, they may be discharged by th?; City Council. SEC. 14. Be il further ordained, That this Ordinance shall bo of force from and after its passage, and that all Ordinances, or parts of Ordinances, heretofore passed by tho City Council of Columbia in relation to the duties and powers of tho police, now of loren, are hereby repealed. An Ordinance entitled "An Ordinance concerning beef cattle,"' received its second and third reading, passed, was duly rati? fied, and became a law, as follows: An Ordinance Concerning Beef Ca ll! e. Be it ordained hg the. Mayor and Ila' Aldermen of thc city af Columbia, in. Coun? cil assembled, and by the atdhority of the sante, That anv person who shall, after the 5th day of December, 1806, sell, or offer to sell, at tiie Market, or elsewhere in the city cif Columbia, any beef or veal, or part of a beet' or veal, before producing and exhibiting to the Cleric of tho Market thc hide and ears of such beef or veal, shall, on conviction before the Mayor, forfeit ami pay for each piece of beef or veal so sold or oil', ml for sale the sum of twenty dollars. Be it further ord..,incl. That the Clerk ot the .Market shall keep a book, in which he shall make a record of the color of the skin anti the marks of the cars of each beef or veal so exhibited to him, which shall at all times bc open to thc inspection of thc pub? lic; and tiie Clerk of tho Market shall be entitled to charge ten cents for each record made by him, to be paid by tho party ex? hibiting the skin amt ears as aforesaid. An amendment to an Urdinanco entitled "An Ordinance tor regulating the Market," received its first reading. Dy unanimous consent of thc Council, the rules were sus? pended, when it received its second and third reading, passed, was duly ratified, and became a law, as follows: That section second bc so amended as to read: "The salary of the Clerk of tho' Market shall bo eight hundred dollars per annum, payable quarterly." An amendment to an Ordinance entitled ''An Ordinance for the- regulation of junk shops," ifcc., received ils lirst reading, and was ordered to a sec.md reading at next regular meeting. The following resolutions were offered and adopted: Dy Alderman Radcliffe: Beso ced, That his Honor the Mayor be requi-sted to call a. meeting of the citizens, to take into consideration the propriety of issuing new bills of the corporation, not to exceed in amount S*>0,000, to redeem the present circulation, and for other purposes. Hy Alderman McDonald: Resolved, That an election be held, at thc next regular meeting of Council, for one policeman, to lill tiio vacancy occa? sioned by tho resignation of Policeman Dooley, and for four additional policemen. T<y Alderman McDonald: Resolved, That tho pay of Assistant Po? liceman Cooper be stopped during the tune that he has been absent from duty. l>y Alderman Taylor: Resolced, That the duties of the stoeple men be discontinued from this date.
