NEW YOKK, October L-A special to the Herald, dated London, :50th ult., says, in consequence of a difficulty which has ex? isted for some time past between tho United States Consul at Island Cyprus and tho Turkish authorities, tho United States Consul in Constantinople has de? manded full satisfaction from the Sultan and his Cabinet. Ponding^ the negotiation, which looks serious, Mr. Morris- communi? cated with Admiral Goldsborough, and tho United States ship Ticonderoga, which has been off the point of Venice, was sent to Cyprus. Goddard's bail '?vas fixed at $50,000. A subordinate Government official, name not known, has been arrested on the charge of losing $800 in coin, belonging to the Government, in gaming. Duff, of Illi? nois, who was Chief Artillery on General Grant's staff, has been appointed Consul to Glasgow, vice Bailey, recalled. SAN FRANCISCO, September 30.- The Portland despatch of last night says that Corbett, Union candidate, has been ted United States Senator by a Strict ty majority of thirty-eight to thirty Our Foreign Relations. Thc New York World, of Friday, has the following comments on tho Russo-American alliance: . . Our Vienna correspondents furnish au interesting piece of intelligence in regard to the revol*, which was spread? ing, at latest dates, in the Christian provinces of Turkey. It appears to have been generally rumored in Vi? enna that tho Christians in Candia had invoked the protection of the American flag, and one of our cor? respondents even states that tho com? mander of the United States corvette then stationed near Corfu had granted said protection. This part of the story, however, needs confirmation, as wo do not see how an American naval officer can extend the protection of the American flag, over aliens, whether Christians or Turks. The truth of the story is probably cor? rectly stated by .another of our cor? respondents, who informs ns that the inhabitants of Candia have me? morialized President Johnson to de? liver them from the Turkish yoko. At any rate, the rumors or reports, whatever they be, have caused a good deal of speculation in Viennese cir? cles, wh?re it is believed that the presence of American men-of-war near thc scene of tho revolt, and the subsequent demand for American protection, arc the first results of thal Russo-A mer tenn alliance, about which foreign presses have bein puzzled so much of late. Thc belief is universal in Europe, that Russian - agents are secretly at work in the insurrected districts, urging the Christians to re? volt, and abundant proofs aro con? stantly accumulating, that the Go? vernment of the Czar is once more .determined to wage war upon the "Sick Man," and looking anxiously forward to the time wh?n the Otto? man Empire will have ceased to exist. No doubt the Eastern question is again looming up in extraordinary proportions, and, at l?itest dates, it was the all-absorbiug topic in Eu? ropean political circles. Whether the United States* will take any impor? tant part in this coming conflict, will depend a.good deal upon the tact dis? played by our civil and naval officers abroad, lt remains yet to be seen whether Mr. Fox has discharged the duties of his mission to Russia judi? ciously and with discretion. He may have made promises to Prince Gorts chakolf which our Government can? not fulfil; and it would bo well for the people of the United States to be informed at once how much truth there is in the constantly reiterated European reports, that a Russo-Ame rican alliance has been formed.
