" Orleans riots. It says he withheld from
the President, Bailey's despatch of July 28,
prior to tho riot, asking for immediate in?
structions how to act, and notices the fact
that Stanton did not even answer the? de?
spatch. .The President never uaw this de-,?
spat ch until Wednesday last.
Tho committee appointed by the Lahor
Conventiofi, at Baltimore, waited on the
President to-day. Mr. Hinchliffe, the
spokesman, disclaimed connection with
any party, in a political sense, or that tho
movement was for political power. He
urged that eight horns' labor per day should
be legalized; that thc public lands should
be distributed so as to be reached by labor- \
ers, instead of capitalists, and that the
workingmen shall bo protected against
convict labor. He asked tho President's
assistance to accomplish these measures*
for the workingmen. In .reply, tho Presi?
dent said ho was opposed to the present
system of convict labor, on account of its
unjust, discriminating and degrading in
lluonces. He desired to sco labor elevated,
and such always bad been bis position;
his whole history showed ho was against
monopoly of Ute" public land?. He was for
shortening tho hours of labor to the least
number consistent to the interests of all,
and the laboring-men could rely upon bin
influence when it could bc given in their
behalf; they had his sympathies and liest
feelings in their cause. Ho hoped they
would accomplish their objects.

Tho Committee appointed to devise a
plan of organization and to wait upon the
military authorities for their approval of
thc same, respectfully submit the following
report:
They recommend, that all white malo
citizens, between the ages of sixteen and
sixty years, of Ward No. 4, shall organize
themselves into ait association, under the
naine of the "City Guard of Ward No. 4."
That it ?hall bc^he duty'of said guard
to aid tho city_authorities in tho preserva?
tion of order in said Ward, and in tho
protection of tho persons and property of
the residents therein. .
That, in order tojcarrv out thin object
effectually, the Ward should bc divided
fhto convenient neats, each to bo patroled
by the members residing therein, under
the coiumgud of a sergeant of the guard,
assisted bv a "corporal.

first lieutenant, v.ho shall discharge the
duties of the captain in his absence: a ser?
geant and corporal for each beat, who shall
order out the meir in his boat at least'once
in every week, und patrol tho same; a sec?
retary, who shall keep a roll of the mem?
bers of the guard, call tho same when re?
quired, attend all meetings of the guard,
and keep the minutes of the same, and dis?
charge all .other linties usually pertaining
to the office of secretary.
The officers shall continuo in office for
one year from the time of election or ap?
pointment -subject, however, to removal
at any time for misconduct or. inefficiency.
The guard shall meet monthly-on tho
first Friday hi each mouth-at 7 A o'clock p.
