The work having been commenced in the winter,' its progress was neces sarily slow, but the contractors Messrs. Kirk & Howell-r-succeeded in raising the walls without material injury to them. The almost incessant^ rains of March and April having completely saturated the foundations, we considered it necessary to recom? mend to the Building Committee the propriety of erecting three cross walls on either side, between the inner and outer row of piers, thereby providing effectually against the con? tingency of a violent storm prostrat? ing the building. This was accord? ingly done, the walls acting as but? tresses against lateral thrust fully insured tho stability of tho structure, which, at the period alluded to, would have been in imminent danger from the causes mentioned, had this precaution not been taken. * Not fiuding a sufficient number of old brick in a condition fit for paving the central avenue, new wero ordered ^for that purpose. " Som? ot the granite steps, from the old City Hall have been placed at the South porch-a sufficient number still remains to surmount the porch entirely, should your Committee deem it advisable. There has been laid in the new building 150,000 brick, taken from the old City Hall, which, at their market value of $8.00 per 1,000, were worth 81,200, and the different contractors' work amounts to $6,497. 90-the value of tho building, there? fore, is 87,697.90. Cabinet matters bcgiu ta assume a new phase, according to outside re? ports, and tho reformation promised threatens not to be so complete as was at first supposed. The immedi? ate friends of Mr. Stansbury assert that that gentleman predicated his acceptance of the Attorney-General? ship upon the retention of Mr. Stan? ton in the Cabinet, in which he was backed by very strong and influential Western influences. Stanton, on be? ing applied to, promised, if retained, to eorae out squarely and unequivo? cally in support of the President's policy. His instructions to General Thomas refusing military interference in the affairs of the Tennessee "Legis? lature are cited as an evidence of this arrangement. It is also positively promised that a letter will shortly ap? pear from Mr. Stanton in reply ti? Senator Doolittle's circular endorsing the Philadelphia Convention, and all the general features of Mr. Johuson's administration. Stanton's enemies assert that this arrangement has been brought about in response to tho piteous appeals of fclie Seoretary of War to be retained. They allege that he is positively afraid to leave the office as yet. I give these state? ments with the assertion that they ale traceable direct to the parties in? terested.-New .York Herald. Secretary Seward gave a dinner party, last evening, to the members and ex-members of the Cabinet, Sec? retary Harlan only being absents, The gathering was a purely social one. George Francis Train is at Willard's, holding levees and granting audiences to all who desire to participate in the Philadelphia Convention. He has prepared a speech, witii which he de? signs to commence the performance. It will be ready for distribution a week ahead, with "applause," and "cheers," and* "laughter" liberally inserted iu the proper places. Ho swears there shall be at least one man in the Convention who neither holds nor wants an office. It comes from good authority that the managers of the Philadelphia Convention will make the Hon. Th os. Ewiug, of Ohio, President of the Convention. General Dix. wrote his reply to Doolittle's letter, flattered oy the idea of getting the proposi- j tion, but Hendricks, Niblack, Blair j & Co. assert that Dix. is of no account. They want a stronger man. In fact, there is great trouble in the camp of the Presideut's supporters, as the President's private secretary. Colonel Cooper, said in conversation the i other day that the admission of Ten- j nessee into the Union by Congress had upset all the plans of President Johnson. The so-called Conservative Repub? licans, headed by Raymond, Doolittle & Co., groan over the anticipated ad? mission of Fernaudo Wood, James Brooks, Benjamin Wood, and the similar crowds of copperheads os de? legates to the Philadelphia Conven? tion. The President, too, is alarmed, and it is said that he proposes send? ing Doolittle and Browning to New York city to fix matters. Their mis? sion will be to see Dean Richmond, Samuel Tilden, Haskins, and others, and have them keep Feruaudo Wood and party out of the Convention. The President is afraid that if too many rank copperheads get in it will look bad, and people may suspect that all is not right. Fernando Wood confidently asserts that tho patronage of the New York custom house, surveyor's aud post offices will be given to Mozart Hall, after tho adjournment of the Phila? delphia Convention, to counterba? lance the city patronage of Tammany Hall.
