It provides that in any action of tort to person or property done be- \ tween April 13, 1861, und July ?, 1865, it shall l>o lawful to idead or give in evidence in bar of said action. 1. That at the. time when tho wrong was committed, the plaintiff was dis? loyal to the Government of the United States. 12. That the plaintiff was engaged in insurrection and rebellion against the United States. 3.
