WASHIXOTON, July 17. -In thc Senate, the House bill to revive thc grade of gene? ral, was amended and passed. In the House, six hours were consumed in the consideration of the Rosseau-Grinnell case. The resolution to expel Rosseau for his as? sault on Grin nell waa deteated; 22 against '49-not two-thirds. A resolution was then passed, that Rosseau bo summoned before the House, to be censured by tho Speaker. The three gentlemen who were in company with Rosseau when he committed the as? sault were declared guilty of a violation of principle, and are to be brought to the bar of tho House. An extraordinary impression is under? stood to havo existed, and to some extent may yot exist, that au unwillingness to unite in tho formation of a low Through Freight Tariff to points of completion on the Charlotto Railroad has hoon exhibited hy the South Carolina Railroad Company: in fact, that propositions to that end had been made and refused by it. It is proper here to state, distinctly and emphatically, thal such impressions aro utterly without foundation. The policy of the Company is now, as it always has been, never to allow a lower rate at a competing point; and its practice is, as it lias always boon, to allow the road nearest the competing point to mako tho rato necessary to give its patrons all thc advantages promised elsewhere.
