NEW Yo OK, flay 21.-Aspinwall dates to the 13th instant have been rewired. The Spanish fleet bombarded Callao on the 2d instant. "-' They were rcpnlsed*, however, without much damage having been done. Admiral Nunez waa badly woundod. The Peruvian Secretary of War was killed by the explosion of a battery. The fight lasted lour hours, and terminated in thc withdrawal of the Spanish fleet. Only a few hundred dollars worth of property was destroyed. The Spanish loss is sup? posed to have been heavy. The news o? the Spanish repulse was received with freat enthusiasm by thc inhabitants of anama and Valparaiso. Advices to tho 17th April report that thc blockade had been raised, and the Government was en? forcing import and ?xport duties. Prom Washington. WASHINGTON, May 21.--Major-General Howard, Commissioner of the Freedmen's Bureau, has issued an order which, among other particulars, calls the attention of ali officers to the reports in circulation con? cerning the acts of cruelty and severity towards freedmen on their own part, and to reported derelictions in rendering ac? counts, &c, and says every officer so ac? cused shall have an opportunity of vindi? cation before court-martial. The order also forbids investments of officers in plant? ing interests, as the Commissioner says such action will almost inevitably load to corruption, as git already has to bitter ac? cusations. Commander Leon Smith, late of Confed? erate Navy, was pardoned, to-day, by the President, upon the recommendation of several prominent Republican Senators and others. Henry Bragg, of Missouri, late an officer in the Confederate army, was also pardoned. Compressional. WASHINGTON, May 21. -The Senate, in consequence of physical inability of Sena? tor Fassenden to enter upon the discussion of the reconstruction resolutions to-day, as per agreement, postponed its considera? tion until Wednesday. The consideration of the Colorado bill and veto were also postponed. The remainder of the session was devoted principally to business relat ingto the destruction of Columbia. The House, to-day, considered the pre? amble and resolutions of Bepresentative McClurg, of Missouri, declaring that the continued contumacy in seceding States renders it necessary to exercise Congres? sional legislation in order to give the loyal citizens of those States protection in their natural and personal rights enumerated iu the Constitution, and in addition thereto makes it necessary to keep on foot a large standing army to maintain thc authority of the Government; and whereas, the coun? try ia already overburdened by the war debt incurred to defend the nationality against an infamous rebellion, and it is neither just nor politic to inflict this vast additional expense on the peaceful indus? try of the nation; therefore Resolved, That it be referred to the Com? mittee on Reconstruction to inquire into the expediency of levying contributions on seceding States to defray extraordinary expenses that would otherwise be imposed on the General Government; and that said Committee be instructed to report by hill or otherwise. The Honse adopted the above by a vote of 73 against 35. The House also passed tho following, introduced by Mr. Henderson, of Missouri: 1. Resolten, That it is the sense of thia House that all just and righteous Govern? ments are intended, not to confer rights and privileges upon the subjects thereof, but to secure to each and every individual the full,"free and untrammeled exercise and enjoyment of all those rights which God has bestowed upon him. 2. Resolved, That the safety, happiness and prosperity of the people require that just and adequate penalties be annexed to the violation of law, and that those penal? ties be inflicted npou trangeasors, not for the purpose of retaliation or revenge, but to insure subordination and obedience. 3. Resolved, That wc will stand by and sustain thc President in executing the lawB of tho United States in the States lately in insurrection against the National Government, to vindicate the majesty of the law, to sustain the confidence of the loval people, and warn the refractory for all time to come. The tax bill was discussed. The London Times is not entirely blind when America is the subject to be looked at. It is understood here in Republican circles that several conservative friends of Senator Foster have united with the Democrats in the Connecticut Legis? lature to oppose the election of a radical to the United States Senator ship. I am in re? ceipt of reliable information, show? ing that the Republican friends of Johnson are moving upon system | in numerous leading quarters of the country. Plenty of Republican members of Congress are glad of the Colorado veto. The Chicago Times justly remarks, the drunkenness, personalities, inde? cency and fanaticism of the present Congress will make it infamous. All the vices, the blackguardism, treason, inefficiency and dishonestv of the age seem assembled in the Capitol at Washington. It is long past the time this disgraceful coucern should have adjourned.
