WASHINGTON, May 12.-Generals Kteed mau and Fullerton, Commissioners, ap? pointed by the President to investigate the operation? of the Freedmen's bureau in tho Southern States, have reported ss to Vir? ginia and North Carolina. They xive in? stances of the dishonesty and arbitrary power exercised by home of the officers and agents of the Burean in making arrests, imposing tines ami inflicting punishments, disregarding the local laws ami especially the statute of limitations, thus creating prejudice against the Government. They therefore recommend the withdrawal of tho officers of the Bureau, und also trans? ference to the officers commanding troops of such duties as it may still lu* necessary to perform in connection with tho freed? men. LIGHT WANING- IN ENGLAND.-Thc London Times says that in three gen? erations-which is about a century that is, in the day of our children's children, all the coal within 4,000 feet of the surface of the earth will be exhausted, provided consumption goes on increasing us it has done for some years. Coal is everything to Great Britain. Without coal her factories will become idle, her foun? dries and work-shops be still as the grave; the locomotive will rustin the shed, and the rail be buried in weeds. Her streets will be dark, her houses untenable. Her rivers will forget the paddle-wheel, and she will again be separated by days from France, by months from the United States. The post will lengthen its period and pro? tract its dates. A thousand special arts and manufacturers, one by one, then in a crowd, will fly the empty sod, as boon companions are said to disappear when the cask is dry. Wi.se England will then be tho silly virgin, without oil in her lamp. We know of no relief from the threatened reign of darkness, save a return to good old oil lamps and tal? low candles, unless, perchance, in some of her subterranean researches, she should be so fortunato as to strike ile. Petroleum fullfils all the requisites of coal and many more. Rather than see our venerable old mother groping in darkness, and going back to the expedients of other days, we may be able to supply her with the article. The American con- j tinent-if we are to believe all the j reports of those who hold petroleum j stock-is little more than a grand oil vat, and it may be that we ave destined literally-as our politicians appear to think we are politically-to j illuminate all christendom. A SIGNIFICANT FACT.-A gentle? man who recently spent a ?lay or two in Selma informs us that in a portion of East Selma, inhabited by freedmen, lhere are but /etc children to t?e seen. Owing to the lack of proper affection for their offspring for which the blacks, as a race, are remarkable, and to other causes, bnt a compara? tively small number of negro chil? dren, born free, are raised. And the decrease in the black population in the Southern States will, in a few ?ears, astonish the Abolitionists, who now but little of the habits of tho negro. When in slavery, the negro children were looked after and cared for by their owners.-Exchange. NIGGERS NOT TO GO TO WEST POINT. A Mr. Paine asked unanimous leave to introduce in the House a joint reso? lution permitting all persons who had served with merit for two years in the army or navy of the United States to enter the Military Academy until twenty-four years old, and the Naval Academy until twenty-one. Mr. Ran? dall, of Pennsylvania, (without the fear of Stevens before his eyes, ) dared to ask that the despised word "white" be interpolated upon the resolution ; to which Mr. Paine (a descendant of Tom, no doubt,) objected, and the whole thing was rejected. GEORGEW. BOND. A curious novelty has just been brought to London, and is about to be exhibited to the public. It con? sists of a remarkable looking piano, made of flints suspended from an iron frame, which are struck with a short Hint to produce the notes. The flints are about forty in number, and elon? gated, but of various length and thicknesses. They are arranged in the order of their tone, and the labor and investigation of years were re? quired before the complete scale was formed. it costs each member of the Baptist and Methodist denomination three dollars and forty cents each year; the Presbyterians six dollars; the Con gregationlist ten dollars; the Catholic fourteen dollars; Episcopalians eigh? teen dollars; the Reformed Dutch twenty-two dollars, and the Unitarian twenty-three RELIEF FROM BALTIMORE.-The committee of ladies of the Southern Relief Fair having in charge the funds for South Carolina, aro about to send $5,000 worth of provisiouR to Gover? nor Orr, of South Carolina, to be distributed among the poor of that State. The North Carolina commit? tee have sent $10,000 to that State through private hands. The Baltimore County Association at the Southern Relief Fair has paid over to the treasurer of the general fund the sum of $6,666. BISHOP SOLLE.-Rev. Joshua Soule, D. D., senior Bishop of the Metho? dist Episcopal Ctrurch South, now nearly ninety years old, has been for some time seriously ill at his resi? dence, a few miles from Nashville, Tennessee; "but, contrary to the ex? pectations of his physicians, he has rallied from the brink of the grave, and is now able to sit tip, read and converse, though not able to hold a pen.** So says a letter of the 24th instant from his son to a friend in Louisville, as we leam from the Courier. SEVERE.-An organ of Secretary Stanton lias the effrontery to com? ment severely on the action of Count Bismarck, in "warning" a Prussian editor -who published some texts of Scripture in his paper which were supposed to reflect on "the Govern? ment." In view of what we have wit? nessed in these- States under the Stantonian dispensation, we are amazed at the mercy of Bismarck, and regard the offending journalist as having eouie off cheaply in that he escaped a cell ' in a Government fort? ress. -Philadelphia Aar. DUEL.-A duel was fought on j Wednesday morning, a few miles up the river, between Messrs. R. H. Chadburne and J. L. Smith. The weapons used were Derringer pistols, at twelve paces. On the first fire, Chadburne was struck in the left arm, and Smith, it Ls presumed, fatally wounded in the left breast. Both gentlemen -were lately in the Federal army, and the difficulty arose from disrespectful language used by Smith in regard to the wife of Mr. Chad? burne.- y fir Orleans Picayune.
