THE COMING PROCLAMATION.-It is stated that the President has pre? pared a proclamation declaratory of the restoration of peace, and of the right of the Southern States and people to representation in the Na? tional Legislature. Mr. Johnson could not select a better time than the present to issue such a proclama? tion. The people expect it, demand it; it will be hailed with acclamations by the masses everywhere, except in those New England districts where the popular mind has been complete? ly perverted by the teachings of fa? naticism. The radicals aro losing heart. They -would not rail so vio? lently against the President if they did not feel his power and fear it. They are conscious that the verdict of the people is against them, and that the supremacy that they gained from the opportunities offered by civil strife is vanishing from their grasp. The fever is over, the pas? sions engendered by war are subsid? ing, the multitudes are yielding to the influence of reason, and appre? ciate the policy that is due to the emergencies of the hour. The in? cendiary appeals of demagogues fall, if not unhoeded, at least impatiently, on the public ear. All men who re? flect calmly upon "the situation ac? knowledge the wisdom and states? manship of the Executive action, and the country is ready to support its Chief Magistrate in the consum? mation of his plan of reconstruction. Such being the popular sentiment, let Mr, Johnson take advantage of it to push the political war with vigor. The bluster of the radicals betrays their weakness. They require the stimulants of noisy wrath to sustain them from drooping at the very crisis of the conflict. They exhibit all the symptoms of desperation, and, after the first ebullition of their 'renzy, will come their exhausti'. .? their hopelessness and complete /conifit ure. The President can t i 1 noth? ing, may lose much, by te yorising. His enemies do not spart him; let him not spare them. He has to deal with fanatics who will use every wea? pon within their reach to annoy, to weaken and to crush him. But, sup? ported by the popular will, he wields an influence that can put down all opposition. He has taken up the gauntlet; now let him call to his aid all the decision and energy of his character and push tho battle to an end.-Nein York Neics. The "Washington National Intelli? gencer states that statistics at the Treasury Department show that tho commonly received opinion that there is a balance of exports over imports in our foreign trade, is without found? ation. The official values of the ex? ports are currency values; the values of imports are gold values; and, con? sequently, for the purpose of compa? rison, it becomes necessary to equal? ize them. For the three years, 1863, '64, and '65, the imports amount to $876,000,000 in gold, while the ex- ] ports, valued officially in currency at $972,000,000, when reduced to a gold standard, are $662,000,000, leav? ing, instead of an overplus in our favor of $156,000,000, a deficit of $154,000,000. This is the true condi? tion of our foreign trade, and proba? bly explains the great flow of our Government securities to Europe. So many and so variant have been the rumors in circulation relative to the Cabinet, that we are pleased to find in the New York Times what we suppose to be an authoritative decla? ration, that there is the "highest au? thority for stating that Mr. Stanton fully approves the President's action, and it is a so true that the entire Cabinet are a unit on the same ques? tion.
