WASHINGTON, Oct 6.-Lieut. Gen. Grant and staff arrived here this morning frcm their extensive tri* through Northern and Western m States, . The rumor that he will soon recom I mend the early withdrawal of all troops from North Carolina and other Southern States has again been re? vived and is generally credited. . Jnarei at Santa Fe. ST. LOTOS, Oct 6, ll P. M.-A [gentleman just arrived iif this city ?from Santa Fe, New Mexico, reports [that Juarez, the leader of the Liberals of Mexico against Maximilian and ?his supporters, had reached that place en route for the United States. Doubts are entertained of the truth of the report, as no reason for such an extraordinary step is known to exist. The loss of. the cause he represents and the complete success of the French policy alone would warrant his abandonment of the held. Episcopal General Convention. ' PHILADELPHIA, Oct. 6.-This morn? ing two deputies from the diocese of Tennessee were present at the session of the General Episcopal Convention, but owing to the absence of the Secre? tary from their State, were unable to present their certificate. It was moved and carried, however, that the names of the Tennessee deputies be i placed on the roll. 9 P. M.-Lu the Episcopal Conven? tion, this afternoonj the Rev. Dr. Cumming offered the following resolution, which was passed: Resolved, That this house offers its fV^found gratitude to God that we t nave among us our brethren, the I clergy and lay delegates from the I dioceses of North Carolina and Texas, I and we recognize by their presence in *our midst a token and pledge of ; Aiture and entire restoration of union in our church throughout the length and breadth of our land. . United States Senator-James B. Campbell. Editors l^haxiix: Upon thc Legislature, which will assemble on tho 25th of this month, will be devolved responsibilities of the gravest character. Not least among 'tb-se will be the selection of two Senators epresent this State in tho Federal '.?J-don. Into this selection no considera? tions should enter but such as subserve the lofty purpose of promoting the highest welfare of our beloved Commonwealth, her speedy restoration to her alienated rela? tions with hor sister States, and the insur? ing to her therein of a complete, perfect Iand cordial harmony of sentiment and of action. y, All pride and prejudice should give way j to the accomplishment of ends so mo ^mentons, so . pre-eminently vital to her stare status-yea, to her very life itself. ("Who best combines, in himself qualities i fitted to attain these ends, should be the lover-ruling question asked by those to [whom shall be assigned the duty of choos? ing our Senators. When ruch a man is ?found, all other considerations should be [put aside, and the person so answering se? lected. We submit, as one strikingly presenting combination of the elements we have Icited. the name of JAMES B. CAMPBELL, j Ks?. ? * To "a mind of large calibre, profoundly logical in its structure, with faculties sharpened by the attrition which long po? litical ospcrience has given, he unites a judgment signally sound, a circumspection never surprised, a temper in discussion never thrown from its balaree, ?nd thSt highest attainment of the true statesman -the faculty of testing all measures, how ^mueh soever they may commend them [ selves in theory, by thc standard of what |is feasible and practical. We sincerely believe tba', the best inte jlrests of our State would be advanced by calling Mr. Campbell to the Federal Senate, so believing, we present his name, to thos?t.who shall be charged with the duty tl selecting our Senators.
