We thought that unhappy and decidedly Immoral royal family extinct, but Mr. Gracie claimed to be the "one more unfortunate" who ended the line, and his title was William the FiRh, King of England. In his own bellet he was the son and last male issue of the Pretender. He ls'described as aman of powerful frame, florid face, with a venerable appearance, fine blue eyes, and bad a plentiful bead o? white bair. His features aud carriage were of the tree Smart type. He bad the oval face, pecu? liar chlo, trank and merry eye, and all the ap* pearance or careless bonhommle which were characteristic of that Ill-fated race. He was a gentleman of some means, and could afford to indulge his whim. Though be always strenuously asserted bia royal birth, lt Is as? serted that bis father was a Scotchman, and only -a distant connection of the house of Stuart. It may aa well be confessed that Mr. ! Gracie bad one of the minor vices of the house ot Smart, and would get most royally drunk on occasions. -A Washington dispatch of Wednesday says: The President will probably be absent several weeks on his Southern tour, and ex? pects lo spend one or two days in each of the cities of Richmond, Raleigh, Charleston, Sa? vannah, Mobile and New Orleans. He will extend his trip probably to Memphis, and will revisit Jackson, Tennessee, which was his headquarters ia 1862, when he was ia com? mand of the army of the Tennessee. The President remarked to-day that he bad been j desirous of making a visit to the 8outh from the time of his first inauguration, but that ! It was stated in de? bate on the bill that the present receipts on postage lrom newspapers was but $985,000, whereas it Is estimated that they should amount to $1,967,000, in view of tho statistics which have been gathered on the subjeot. If there ls such a deficiency lt Is of course the fault of the government's deputy postmasters in lalling to collect what Is due at the points of delivery, where newspaper postage ls now required to be prepaid quarterly. Pub? lishers should not be. Inconvenienced by this delinquency of officials, which might be cor? rected by holding them to a more strict dis? charge of duty. If the bill becomes a law, lt will be requisite for publishers to add the post? age to the subscription price of the paper, and as lt will comprise only a small and often odd amount, lt will be very inconvenient for transmission. On country Journals that do not get cash in advance from many of their sub? scribers, il will go very hard to pay out the money for postage, though it may serve lo bring them to doing as thpy should-a cash business only with subscribers lo their Jour? nals. This portion ol the law in regard to prepayment on newspapers at the place of mailing ls not designed to go Into effect till January, 1874, which will give due lime for notice lo all interested. The postmaster general is to prescribe the regulations. State Advertisements. The Columbia Carolinian, in noticing the payments made to newspapers for the pub? lication of the Acts of the General Assem? bly, indulges in some rather tart comments upon the charges of the "Conservai ive" ? journals. The singular zeal with which the Carolinian bas entered upon this discussion, and the insolent tone ia which it assumes to catechise its brethren of tho press are, to say the least, very suggestive of the circum? stance Ibat its own columns have never been adorned by any of the advertisements in question. We do not cbooao ?.o fight the battles of other journals, but as far as THE NEWS is concerned, we have just ibis to say in reply to the Carolinian's attack. The laws were published in TBE NEWS, in pur? suance of a written contract, at a rate con? siderably lower than the price usually paid by our customers for ordinary advertising. Itemized bills, specifying tbe several acts, tbe number of lines ia each and the price per line, were presented and paid, after tbe work bad been done. The contract and the re? ceipted bills may be aten, we supposa, by the Carolinian or by anybody else, who is carions on the subject. Meanwhile we beg to suggest to onr dissatisfied contemporary that THE NEWS does not intend to be flip? pantly classed among journals wbicb, in the view of the Carolinian, have been "lending "themselves to a fraud upon the State." Ii the Carolinian bas any sach charge to make against this paper, let us have lt at once in a j direct and specific form. Ttie South Carolina Railroad. It is highly probable that the letter of "A "Stockholder," printed in another column, expresses opinions wbicb are held by many bolders of the stock of tbe Sooth Carolina Railroad Company. They see that the road has a large income, and they know that they receive no 'dividends. Putting this and that together, they leap to the conclu sion that ibo read is not managed in their interest, and that a new board of directors, by a change of policy, could increase the net income so as to allow dividends to be paid. The wild propositions of Mr. John H James, of Atlanta, have, therefore, a magi cal effect. A dividend of six per cent, is a tempting prize to those who now receive nothing, and we shall be only too glad if sach a dividend can be secured. We be? lieve, however, that Mr. James cannot do any more than the present management are doing, and that, therefore, his circulars and loiters are mere talk, having no substantial foundation. "A Stockholder" says that the earnings of tbe road for the last seven years are considerably over seven million dollars, and that the stockholders have only received three dollars a share. This proves nothing ; unless it can be shown that the seven mil? lions of money have been improperly spent, or that, under other management, the earn? ings would have been larger. Neither proposition can be established. The yearly accounts, as submitted to ihe stockholders, give the particulars of the expenditure of every dollar, and these accounts have been approved by lhe majority of the stockhold? ers. There is a heavy debt upon the road, which must be provided for, and the rail? road and steamship Investments were among the means of retaining, and extending, the business of the road. To say that a road oagbt to declare dividends because it bas a large income, ls as wise as to Bay that be? cause a merchant does a large business be mast, of necessity, make a heavy profit after providing for his old debts and cost of liv? ing. Nor could the business of the road have been developed more rapidly. The wonder is that the road should have increased its revenue, year by year, in the face of new lines of travel and active and au3crupul0Q3 opposition. "A Stockholder" is utterly mistaken In supposing that what is called the manage? ment of the South Carolina Road "in the in? terest of the City of Charleston and the "State of South Carolina" is a disadvantage to the company. On lhe contrary, that policy is the only policy by which tba road can live and prosper. The interests of the City and State and of the Railroad are in harmony, not in conflict, with each other. Snppese, for instance, that the South Caro? lina Railroad were managed in tbe interest Of Savannah or of Wilmington-would that benefit "A Stockholder ?:; Par ircm The business wbicb now passes over tbe whole length of line would pass over only a part of it, and the decrease of income would naturally be proportionate to the decrease of mileage. This brlogs us back to Mr. James. That genileman says that he can secure a six per cent, dividend by leasing the South Carolina Railroad to the Central Railroad of Georgia. The Central Railroad would have to provide for the interest on the debt and for the working expenses, as the present management have to do. A six per cent dividend would amount to about $360,000. This ia vastly more than tbe net ncome now available for dividends. The lifference must be made np by increased ?arnings or decreased expenses. The ex >enses cannot be decreased without impair ng the efficiency of the road, and the only way in which the Central Railroad could Iream of increasing the earnings would be jy an advance of rates. This advance of -ates can be bad now, we presume, if the Neutral Railroad hold its bands; and "A 'Stockholder" in Orangeburg should re nember that an increase of rates would cost lim, unless a large stockholder, more than he six per cent, dividend. Every article which he bought or ueed would pay its share, it ?3 simply impossible for the Central Rail? road to make a six per cent, dividend this ?.ear upon the South Carolina Railroad, by my means not within the reach of the pres? ent management. What the one can do, .he other can do. The difference is this : It nay appear to the Central Railroad worth while to pay two or three hun ired thousand dollars a year for the sake )f straDgliDg the South Carolina Railroad, which ls its only successful rival. We do not think the directors of the Central Bail road would make such a proposition, in a shape which would make it safe to the stock? holders of the South Carolina Railroad. Wheu they do, it will be time enough to dis? cuss conditions and security. Ic is to be boped that the stockholders of Lbe South Carolina Railroad will not be hasty in confiding the? proxies to the tender mercies of Mr. John H. James. Let them jive tbem lo some gentleman In whom they nave confidence, with instructions to voto 'or any proposition which will secure divi? dends without extinguishing their property. ?.nd if dividends can safely be obtained, no paper will rejoice more thereat than THE CHARLESTON NEWS. The DebC The Columbia Herald says that "lhere is "one thing about which tbe people and the "press are exceedingly anxious-the settle "ment of tbe public debt." It insista that 'a commission ought to be provided for to "fix our honest liabilities," and, in the true PdtterBonian style, slyly suggests that "there 'is much more to be said in favor of the 'Blue Bidge scrip, defunct as that appears 'to be, than in favor of certain bonds." This sort of talk might have some effect f it came from a different quarter. The >eople are not anxious to pay any more than hey are payiDg now, and they regard the Slue Ridge scrip as an unmitigated swindle, ri course of time the binding and valid lebt of the State will be ascertained, and lome arrangement be made with the cred tora.
