A gentleman in Munich left his .'watch and Jewelry to pay his hotel bill and j raise money for present ase. litt Well Aloise X It is a pity that the City Council should indulge in discussions about the Fire De partment walch provoke ill feeling and ac complish no earthly good. There ia not a j city in the country which has a more vig orous and competent fire department, and we do not know of any city which has so many engines, in proportion to its size. The firemen bay their own steamers, and I the pay which they receive from the city does not cover their working expenses. Whenever any extraordinary expenditure ls to be met tho citizens are appealed to, and .they as individuals, not the Olty Council, foot tho bill. This is the meaning of the | numerous balls and entertainments which [ara advertised. They are calls upon the j public for the help which the public are only [ too happy to give. . It is the daly ol the City Council to foster I the Fire Department and to keep its status | unchanged. Some,.Aldermen are disposed to raise the question of race, and to insist that a colored steam company be admitted to the/Department simply because lt is a colored company. Any such, admission would be eminently injurious to the city. There are steamers enough; the city cannot afford to incur any greater expense. Tbe o_niy argument in favor of the admission of tro new'company ii that it consists of col ored men exclusively. This is no argument at all. There should be no distinction on account of "race, color, or previous condi tion;" the sacred constitution forbids it. It is just aa well that the City Connell should know what they are dobg. A per severance in their present courue will break j up the lire Department. What will follow ? A paid department, pf a stamp that will] give no confidence to the citizens and no j security to property. We say, Let well | alone. _ The Municipal Maemaa Law.. ? The amendments to the municipal license law, adopted at the last meeting of the City Council, lessen the objections to the law as an oppressive and unequal means of taxa tion; bat they do not, as a whole, com mend ifc to public confidence, nor do they lesson the doubt which exists as to its con stitutionality. AB long as the municipal li censes partook: of the character of police regulations, and were small in amount, there was no dispositloa to resist them. The licenses are now extremely onerous, and. in some departments ot business almost .prohibitive. It is not, therefore, a matter for surprise that the. citizens of Charleston should avow their readiness to save them selves if they can. The courts or the State must decide I whether a license -aw, other than for police j purposes, can, under the present constitu tion, be enforced; bat, in the meanwhile, the public have the assurance that many j thoughtful lawyers believe the license law, ot State and city, to be a direct violation of j the constitution. It ls known that some j citizens have never paid the license tax, and the pabilo, have sufficient reason for employing counsel to defend them, and for J withholding, ia the meantime, the pay ment or the tax. This is the coarse taking in Columbia, where a license law similar to that of Charleston was adopted and pub lished. ' In these days no man pays a tax for pa triotic reasons. When he gives ap any part of bis gains he doea so because he can't help it. It ls useless, therefore, for the city authorities to appeal to the patriotic senti ment bf the people. That sea tim eut stops short of the breeches pocket The license tax will not generally be paid, nor ought it to be, and it remains to determine how the deficiency In the-municipal revenue is to be supplied. a One Alderman who opposed the license J law gave it to be understood that he pre ferred an - additional tax upon property. Perhaps be owns no real estate. The theory of the tax law is that real and personal prop erty shall be taxed at their value; but in practice the major part of the burden falls upon real estate, which cannot be over looked and is never undervalued. Any in crease bf the tax upon property would, therefore, fall, in the malu, apon real estate. Now, any man who owns houses and lands knows that they do not pay, in Charleston, more than three or fonr per cent, upon their value. In moBt cases the State and county taxes amount to nearly one-half of ] the rental. It is to the interest of the city to relieve rather than to oppress real estate, and it is demanded that no additional tax be levied without an Inexorable necessity. There is only one way in which the defl ! ciency caused by the failure of the license, law can be met, and that is by a redaction of expenses. We shall be told, of coarse, that it will injare the city to lessen the expenditures for polic nod street purposes and the like. But we can nfl ord to dispense with parks and promenades. The streets show very, little siga of improvement, and even' upon important thoroughfares the city officials refuse to bear one-half of the cost of re paving. About the police, the leas said the better it will be for the Coo neil. The citi zens caa protect themselves more cheaply and effectively than they are protected by ne city police. . T e conclusions at which we arrive are these: The people will not pay any tax which they hava a reasonable hope of es caping from; the license law is of so doubt ful a validity that the people may properly refuse to pay it; the real and personal prop erty cannot, without severe hart, stand any material additional tax; the Council, there fore, must meet the loss of revenue caused by the collapse of the license law by reduc ing the cost of running, or walking, the ma ni ci pal government. These are the opinions of THE NEWS. They who desire to controvert them may do so if they can. . They shall have a fair field, and no favor. A Boath-Sca. Bubble. The United States are invited to annex the Sandwich Islands, which are left in an orphan condition by the death of King Kamehameha. When we have a constitu tional government at home, it . will be time enough to talk of ex Lending the area of civ ilization. But, after all, some of oar State governments are better salted to Hawaiian savages than to decent Americans. A Good Investment. mn nal reporto! the Nashville and Cf ftahooga Railroad Company, jost pub lished, shows a gross iacome of $1,800,757, nod a net income of $512,492, oat of which a dividend upon the stock ia declared at the rate of twslve per cent, per annum. The City of Charleston holds half a million of Nashville and Chattanooga Railroad Stock, and the dividend of thirty thousand dollars, and the advance of the stock to par, will materially improve the municipal finances. This is about the only paying investment which the city possesses. Advice for the New Tear. Pay your little bills at once.
