T?e.Wfgfc or tha Ltguisiarf. *. _ The Chrifltmas holidays of tha membe the General Assembly began on Friday ends on the seventh ol January. This g asan opportunity of making np the co that the public may see how far, am whitt, Ibe members of the Legislature 1 carried one; or shown an intention of ct lng oat, the pledges which they so prof a gave before their election. It can hardly be said that the result ol senatorial contest was .1 surprise; lt cert ly waa not a moral earthquake. The I waa one of cash against color, and c greenbacks, the American equivalen: filthy lucre, carried the day. Senator J tenon has not, by the farcical henri ni the court of Trial Justice Richmond, etea himself of the sworn charges of brit made against him by Representatives I son and Miller. .These must be heard and tided Tn the Court of General Sessions, 1 be?ore'the Senate of the United States, is a bad business. The crumb of com for that Senator Patterson may do this St lesa harm in Washington than be has d< it In Colombia. There are big fish to caught under the shadow of the dark gi deer, who watches over the Federal Capit tlie South Carolina minnows hope, thereto to escape the congressional drag-net. 1 vacancy on the circuit bench, canted by t , resignation of Attorney-General Moiton, n lilied by the election of Judge B, B. Ci po?tar, Irom ?bom vigor, promptitude a fearlessness great things aro expected, i other vacancy, caused by the resignation Aflniater Orr, remains to be supplied, and augurs watt lor the public interest that liberal and staunch a gentleman as Genet McGowan shonld bea prominent and fav rite candidate. The only public measures which have bet passed by both houses are: The fifteen rn! tax bul ; the appropriation for legislative e: pam*; the appropriation for the expend of the printing ordered by the Legislator? of J870-72, and the bill to repeal the ge nen license law. A ten mills State and cour,' tat. ls,not as bad as it might be, and, if th deficiencies can be met by the sp?cial levy < five mills, the people will congratul?t themselves upon escaping 10 easily. W know that.ten mills (exclusive of Inteest 0: the debt) Ii far too much. It ls rather bart to poy a million and a half dollars for wha used to be better done for less than a thin ?Tthe som, but we do not expect cheapness now that men make pol?tica a profession and look to profit, more, than to honor, li serving the Commonwealth. The printing bills, enormous aa they are, stand scrutiny the work was done and it had to be paid for As the legislators depend, for the most part upon their salaries for their Christmas din nora,. It was to ba expected that they wooli mali? arrangements to draw something oe account. Most ol tba forty or fifty thousanc dollars distributed amongst the members b; the senatorial candidates had already meltei away.' Money they most have, and we sup pose they got it The repeal or the vexation . and ..unconstitutional license law is a booi to the State ; a more obnoxious fiscal law wai never placed upon the statute book. Passing from the. tax bills and appro priation bills to the general work of th< "session, the prospect ls more cheering The number or attaches In both the Sen au and the House is largely reduced, and va? rious measures are proposed, looking to a redaction of the costs of legal proceedings and to a cutting of some of the knots of thc Code bf Procedure. The mischievous bill to Increase the deposits required of the insur? ance companies Is virtually dead, and thanks are due to Repr?sentative James F. Greene, of Charleston, for his zea) in laying the views of the Insurance agents and Chamber of Commerce before the House. Bills have been introduced for a repeal of the Validating Act and the net authorising a settlement with Financial Agent Elmpton, and when the Blue Ridge Scrip showed some signs of life lt was promptly knocked on the head. The Courts have this scrip in charge, bat, courts or no courts, the people will not redeem that scrip, if they can help lt. Ta? rions bills cf great public Importance are under consideration. Among these are: The bill to exempt manufacturers from tax? ation for ten years; the bill to repeal the fente laws, in counties where the people may decide that it is cheaper to fence stock in than to fence them out; tho exemption! from taxation for five years, of buildings erected In the burnt district of Charleston ; ' the bil! to compel county commissioners to; give bond for the faithful discharge of their duties, and the bul, of Senator Gaillard, to limit the number of Trial Justices in Charles . ton to five, who shall receive a fixed salary! .and. give bond for their good behavior.! These are measures of practical and substan? tial reform. They will benefit the whole people. Tboir prompt enactment after the holidays will go far towarra making the present Legislature, in the public estima? tion, worthy of confidence. The behavior of the members of the Gene? ral Assembly has been comparatively good. Only one personal difficulty took place on the floor of the House, and that had no j worse coDseqnence than a pair of bloody noses. Bribery was confined to the senato? rial election. The members are more order? ly and quiet than usual, and it ls hoped that they will continue to do their spiriting gent? ly. A Glande Da val, wno emilee while he steals, and, upon occasios, dances a minuet wiih the fair dame whose watches and rings fill bis hungry ,'pocket, is more palatable than the common foot-pad who solutes with a bludgeon and greets with a carse. Taking into consideration the good and tbe bad, what is done and is left undone, we feel that we have reason to expect that ibe present Legislature will turn ont to be far less objectionable than their predecessors. We do not expsct the majority to practice economy or retrenchment, where the mem? bers themselves and their immediate friends are concerned; but we do believe that there will be a decided improvement in the char? acter of the general legislation, upon which, as much as upon financial measures, de? pend the security and welfare of the people. Who Oat the Money I The Columbia Carolinian calls attention I to the fact that $203,000 of State bonds are ! reported by the Treasurer as having been j redeemed daring the past year. Where was the authority for this transaction T j I Were the bonds redeemed at par, and in I gold, while like bonds were selling at 60 or 60? If so, Who were the lucky ones who I got the money ?
