A WORD FOR TUE BONDHOLDERS. TO THE EDITOR OF THE SEWS. Seeing by the papera that a tax bill is In contemplation altogether excluding and Ig? noring the interest on the public debt, because some ol the bonds are alleged to be fraudulent and illegal, I desire to call the attention of the Legislature to the exceeding injustice ot such a measure. Because there may be some fraudulent and Illegal bonds, ls that any reason why the In? nocent holders of good bonds, issued beiore the war, (and by act of the Legislature funded with the interest and changed Into new bonds In 1867,) should be debarred their just dues ? The validity of these bonds has never been questioned-they were bought In good faith, and the holders are, many of them, helpless widows and orphans, and others who are de? prived of earning a livelihood by the infirmi? ties of age or the infliction of Providence. Many, are totally dependant for subsistence on the Interest of their bonds. There will be I on the first of next month (January 1st, 1873,) a year and a half's interest due, and these un? fortunate people have been looking with eager and confident hope to this new Legislature for relief. Shall this hope be doomed to cruel disappointment ? Is lt possible that a South Carolina Legislature, pledged to reform and lair play to all, should condemn to penury and want the helpless and infirm ? Could there not be a tax levied sufficient to pay the in? terest on the undeniably legal and just debt, and the doubtful remain in abeyance until its legality could be tested ? Must the innocent suffer 'because fraud has been .committed ? A great deal of sympathy has been expended by I the press throughout the State for the differ- ? ent charitable institutions, free schools, Ac., but not one advocate has been found to raise bis voice In behalf of the poor creditor of the j State. Charity ls a very commendable virtue, but, surely, honesty should be paramount. '.An honest man is tue noblest work ol God." "Be Just before you are g?nerons." What would be thought of a man who was freely expending his means in charity, while his creditors were starving tor want of their Just claims ? Let the Legislature, while carefully guarding the Interest of the taxpayers, also bear tn mind that the sacred obligations ot the State should be faithfully and promptly fulfilled, and let not the hitherto untarnished name of 8outh Carolina be held up to scorn and obloquy before the whole country.
