Tne dispatch says: "The 4th of Joly was ob? served' here to-day by a large crowd of ne? groes. Captain Biggs, of the Southerner, iras present as a reporter. He was assailed by a large number of negroes, and saved bis /fe with difficulty, after having exhausted all his weapon--. - It ls certain the attack 'was planned before hand. The author s of the out? rage are known." -A cocvention of the stockholders of the Savannah, Albany and Golf Railroad was held in Savannah on the 3d instant, to consider cer? tain charges that had been made against the management of the road under President Borevon. Within the theatre, coats of arms of all the States, furnished by the same decora? tive artist who at Philadelphia transformed the Academy of Music into a flower garden, and who is, by the way, a Democrat will be tastefully distributed. About the interior, evergreens, flowers growing in terra-cotta vases, hanging baskets, and other choice or nameiits, will not be wanting; while the por? traits of Washington, Jefferson and Jackson, Charles Carroll, or Carrrditbo, and Henry Clay will pe placed in conspicuous places. Colonel Trenholra on Local Reform. Colonel W. L. Trenholm nw published a pamphlet in which he gives*an account of tbe chief political events ic South Caro? lina since the war, with some reflections upon the narrative and upon the present state of public affairs. The deductions of Colonel Trenholm, briefly stated, are, that the consolidation of the Republican party in the State, and the failure of every effort to improve the character of the government, are due to the inconsiderate mingling of the I whites io tbe strife of National politics, and j to a mistake made by tbe leaders of the j Reform movement In other words, Colonel Trenholm argues ?Sat it was unwise, if natu ral, to make a fight against the validity of the Reconstruction Constitution in 1868, and I that .it was unwise'for the Reformers to I nominate candidates lu 1870, wbeo, by I neting as an organized body, without candi- J dates of their own, they could have exer? cised a decisive influence in the conduct of I public affairs, either by impressing greater conserva Lia mu ponthoRepubli can policy, or I by acting as auxiliaries in an open conflict These are the present opinions of the large majority ot the white citizens of the State. They admit that it would have been better 'or them if t Ley could fi a ve known, four years I ago, exactly what the future would bring I 'o. tb. The few who did see that tho people I ?vere kicking against the pricks remained I ?lent, because, to use their own formula, .hey did not wish to be killed on the skirmish j ?ne. Bat lt ls generally conceded that the I few were right and the many were wrong; I ind the white citizens, taking experience as I :heir guide, are ready to follow oat any practicable plan of reform which may be submitted to them. What Colonel Tren-1 holm propones in this regard is that the' Friends of reform abstain from the agitations of the Presidential contest and make a pub lie spirited bosiaess-like effort to reform tbe I State Government in all its departments. He very properly says that any section of the Republican party ?hat will pat forward, a I State ticket reasonably satisfactory on tbe I score of capacity and ir teg ri ty will deserve support from a majority of the voters, and I will no dotibt get it IT the selfish desires of needy or ambitions men cid be suppressed. The policy which Colonel Trenholm ad? vises ia already adopted by the taxpaying! citizens, and his pamphlet odds to the many I reasons wby that policy should be persevered J lo until tbe State election ie over. There is j not a public man of note who has declared himself in favor of canvassing the State in opposition to Grant and Wilson. The De-1 mocracy wisely resolved to be represented In the Baltimore Convention, bot they go no further. There is L<O indication anywhere, I In the ranks pf the tuxpayers, of a purpose I to organize any movement connected with National politics, which might interfere with the plans of tbe few Republicans who bon-1 sstly work for State reform. With the same I slew, the Democrats determined to make j no nominations for State officers. They hold themselves in readiness to support any capable and. honest Republicans whom the other side may nominate. Colonel Tren? holm, we believe, proposes nothing more, and this is the disappointing feature of his pamphlet. We had boped that be would have marked out a line of action, that he would have given the taxpayers something to do, that he would have oflered them an occupation less irksome than that of lying idle and waiting for a good government I to turn up. Surely sixty thousand white I citizens, possessing dearly all the property I and 'in teliigence and experience in the State, can do something for their own deliverance 11 A thorough organization, if only an organi-1 zation for doing nothing, would be better than tbe absolute passivism w which the Conservatives are reduced. I The Freedmen's Bureau, the Union League I and the Carpet-bag brigade are not alone to blame for the trt?nble which has fallen upon the State. The people have not In any I State election, used with vigor and judgment the means at their command. Sagacity and culture, houses and lands, bonds and stocks, are bf no value politically if the possessors act as though they were penniless ignorant uses. The municipal election in Charleston I was not won by intimidation, or by appeals to the intelligence of the colored voters, or by systematic passivism. But every election held in South Carolina since the war ended could have been carried in the way in which the Charleston election was carried. The troth is that the property and intelligence of the State have not done what they might have done to break up the Rings. . Golden opportunities have been allowed-to pass by. Parsimony or calculation has strengthened the Rings in their hour of peril, and bas brought to an untimely end every attempt to force che public plunderers into the courts of the State. It is this which reducer the tax? payers BO low. They lie at the mercy or men whom, if they would? they could out? argue,'out-work and out-buy. In conclusion, we cordially recommend Colonel Trenholm's well-written pamphlet to the attention ol the public. It is a worthy companion to the plea for freedom ol thought and united action delivered by the same gentleman before the Charleston Board of Trade more than three years ago. Repudiation. Among Ibe latest aspirante for the Repub? lican Domination for ihe GoverDorsbip is -tbat consistent and remarkable jurist, Judge Thomas Jefferson* Mackey; Rumor says-he is soon to take the stump as the champion of repudiation. Repudiation is alsgbeginning'tb be seri? ously talked of by the groaning taxpayers of our sister State-poer?plunderedNorth Caro? lina. The Wilmington Journal, one of her most influential presses, openly argea that the North Carolina Constitution be so amend? ed as to permit the repudiation of the State debt. It says : "According to the statement of the treas? urer, the principal of the debt on October 1, 1869, was $29.900,045-with Interest past due on that day of $1,384596 75. The interest on principal from October 1, 1869, ta October 1, 1872, amounts to $5,382.008 10. To .comply strictly with the constitution, if it be not changed, It will be necessary, therefore, to raise at one time $8,566.604 86. to pay off back Interest. The value ol' the real and personal property of the State, according to offlolal re? turns, is about $125,000,000; lt will, therelore, take Fix dollars and eighty-five cents on every hundred dollars' worth of property lu the State to pay back Interest alone. On the contrary, this paper has always advised that "no nomination" be made. _ ? ._ -The Albany Argus cfilla attention to the fact that, although Grant was nominated on the 6th, and'sjgtpnth is nearly past, "yet "there has scarcely a d?monstration of ap "proval, beyond the purchased tableaux at "Philadelphia, been made in any part of "the country." The people have not bad time. They have been too busy occupied with Greeley State conventions and mass meetings. _ _ "Straws show," dec We print elsewhere in to-day's NEWS a sig? nificant article from the Soutiiern Celt on State politics. The Cell supports Grant, and claims to be the only Republican paper pub? lished in Charleston. -The Beaufort Republican says that it is likely that Judge Willard will decide against the Revenue Bond Scrip. An appeal will be taken to the lull court, which does not meet until November-which ls bad for the Scrip, you know._ -The Herald says that Major-John S. Wiley (ono of the purchasers of the Laurens Rail? road) and Colonel James P. Low visited Lau? renaville and made an effort to Bell the rail? road. The price asked was $65,000. This sum was declined by those proposing to buy, when lt was reduced to $57,000; out this sum also being declined, it was finally adduced to $63,000. But there wa? still no sale; so far as we have been able to learn, me parties pro? posing to* buy offered $50,000, but declined to raise the'amount.
