The most Important action taken by tbe conference was the vote to admit.the laity to representation In i he councils of the church. . The knotty question of complete afflliatiou with the colored Methodists seemed to con ii nue very troublesome, and there is no little diversity and acerbity' of spirit mani fested on tbe subject. A colored Methodist publishes a cardin the New York Sun, com? plaining that the white Methodists are slid prejudiced agalnatcolored men. He siys that "not one ot our ministers has received an Invitation to exchange palpite with any of our [ white ^BtoodistJiWfiirfitt, while itis an underfl ' able fact that they have a cordial enirae to any I of ours; the worst as-well as the best of their I speakers." .The "Methodist Book Concern's'" affairs have been presented again for consideration. A report made by Mr. Gunn I wno was appointed as an expert by Dr. Carl ' ton, was made on Monday, to the nook com? mittee, but voted down. It affirms that the ! origlnaLjecords of the details of the business ' of the concern are Incorreot; that the eas. ac I count was not pmperly kept, and that the ! vouchers were loosely preserved and difficult to find, the result belog that.the moneys re? ceived aud expended are. mainly .conjectural figures that have been charged, and the true condition of. the. Book Concern cannot be stated In tho absence' of bookkeepers. Th? records of the books have not been proved for several years. The friends of Dr. La?a? ban no longer, doubt that his charges against the managers will be triumphantly sustained. The Cincinnati Nominations. The Liberal Republican Convention hav? ing made its nominations, the most import? ant question is, how will these, and the j platform oh which they stand, be received 'by-;.toe country? We, .therefore, devote a ..large portion of our space to-day to such facts and expressions of opinion as throw j light upon the subject Only "Twenty-five Cents." It is so common, at the present time, for j public officers to multiply fees whenever an opportunity occurs of demanding one from those whom the law brings into, contact | with them-, and the amount thus demanded of each individual is usually in itself so in? considerable, that we are not surprised when we find a whole community allowing themselves^ without question, to .be imposed upon. This is peculiarly noticeable in re? gard, to the fee of twenty-five cents which the county auditor has recently required of | each person or company who has applied for a license in pursuance of the "Act to pro? vide foc a general license law." The act provides that it shall be the duty of the treasurer of each county, "upon the receipt, of the first quarterly instalment of the 'Sum of sums specified to be paid upon any occu- ' pelion or business, to give to the person, company or corporation paying the same a . certificate "to the county auditor, specifying ( the sum paid, and the occupation, or busi- j hess in which.the same was paid; and the I said auditor, .upon the presentation to him i of. ?ach certificate, is authorized and direct- < ed to issue, to the person, or company, or 1 corporation, presenting the same, a license, 1 authorizing him or them to carry on or con- f dael such, business for the period of one year from the fl rs t d ay of April : Provided, That the quarterly instalments heretofore | provided shall be paid when due, of such license BO Issued shall be null and void ; for ( the issuing of which license the saki county 1 auditor shall receive twenty-five cents from 1 the person,, company or corporation receiv? ing the samel!' !&c The only license "authorized and directed" ls s license "for , the period of one year from the 1st of April." ( For this license the auditor ls .entitled 10 t charge "twenty-five cents from the person, t company or corporation receiving the < same." Failure to pay. the other.instalments, J when they fall due, renders the license "nuil ( and void ;" but the county auditor has notb- ' ing to do in aacb case. Now, the'auditor 1 of tula county, in. every case, we believe, where the certificate presented was for the "receipt of the first quarterly instalment," , only, "of the Bum or sums specified to be paid upon business or occupation," has issued a license authorizing the person pay? ing to carry on. the business or occupation specified for "tbiee months,: Instead of fer ope year, from lat April. For this license he has charged twenty-five cea ta, and in? tends, it is said, to charge tho same sum for a similar license each succeeding quarter. The sum thus charged is, it is true, very in? considerable, as to each individual, but it is wrongfully demanded of nearly every busi? ness man in the, city, and is, therefore, of sufficient interest to warrant public atten? tion, t Tfie Eruption of Vesuvius. The emption o? Vesuvius, a general ac? count of which has been given in the tele? graphic dispatches, was foretold some |1 weeks ago, the prophecy being based upon the occurrence of phenomena which have been noticed to altvayg precede violent vol? canic action. In all parts of the globe sub? ject to internal disturbances a peculiar state ol the atmosphere exists sometimes for many days previous* to any outbreak, whether io the form of earthquake'or volcanic eruption. The effect is perceivable not only in the at? mosphere itself, but in the general face* of nature. Vegetation assumes a different ap? pearance; the water of wells and.springs acquires a different taste, and sometimes changes many degrees in temperature; the animals themselves seem to have some vague consciousness^ of impending ct ap? proaching danger. All these signs were n'it wanting in the present instauce, but tire inhabitants of the villages on the side tod at the foot of Vesuvius seem to have paid no heed to tbe warnings given. They hung about their houses and vineyards with the usual Italian recklessness of the morrow; the rich feasted and danced, the beggars kept on begging, and the workmen went lo their labor with the common proverb upon their lips: "To-day is ours, to-morrow is God'B." Tourists, reckless as the inhabi? tants themselves, day alter day climbed into the face of danger, little thinking that every step was conveying them so much nearer certain anti inevitable^leath. Bat the end came. In one terrifie moment the accumulated wrath and Jury of Vesuvius found vent. Huge torrents of molten lava, clouds of stone and ashes with sheets of lire burst forth, and, rifling skyward, famished a spectacle of terrible ' and surpassing gran? deur. For the first time the' dweller* of the villages within reach seemed t.o,cbmprehend their danger and fled ia haste, le?ving every? thing behind. Flames burBt out of the ground along the sides o? the mouo'taiD, and there seemed to be no place where safety was assured. Mount Vesuvius is the only active volcano of any aceonnt on the European Continent. A mere pimple on the race of the ear'h as compared with Etna, its eruptions have yet been attended with vastly greater loss of life and property. Its base, including that of Monte Somma, covers an area of about eight miles. Tbe mountain itself rises from a level and luxuriant plain tu a height of 39?8 feet above til le wi bf thasea._ Th*' lower 'por? tion ia co ve red! with atoneii. and., eco ri o; the cone being formed of black stones rising op nearly 3500 feet. The summit of the cone is 2000 feet io diameter, the crater being five hundred Jeet lesa, with a depth of Ave hun. dred feet. The first eruption of which we have any-authentic account occurred ia the year A. D. 79.. This was heralded by an earthquake sixteen years earlier. It was during thia .emption that tbe cities or S tabias; Herculaneum and Pompeii were de? stroyed. ..For nearly nine hundred years aller the people rested secure, and the fate of the ancient cities was almost forgotten. Theo came tbe terrible discharge of liquid lava in .1036. From that time until the present there have been at least a dozen emptions, some of them violent in their nature, but none of them equalling In their ruinous effects. the first one mentioned. Whether the present is to find a place in the list of the most famous, volcanic disturb? ances, or whether it is tb take second rank,; | will soon be known. Th?
