The report of the Comptroller-Gei just printed,. con tains a statement c transactions of the Financial Agency o State, during the fiscal year. Government; second, the Agricultural account; third, the State Arms acct fourth, the Land Commission account. 1. Upon the general account a balam $1,267,075 63 is due the Financial Ag which includes the balance transfc from the three special accounts. An the expenditures we find $192,172 57 "interest and commissions on loans, "peaces, express charges, telegrams," It is, however, distinctly stated by Klmpton, in presenting the account, he has not included his commission Financial Agent. The Agricultural Land Scrip acco shows that the sale of the scrip, at 72i cet produced $130,500. Of this amount, $1; 192 were invested in Land Commissi bonds, viz: $100,000 at 68, $68,00Q; $91,1 at 67j, $61,652, and $8,000 at 67 J, $5* The expenses were $253, anda balance $54 60 is transferred tb the credit of I State on account No. L 3. The State Arms account shows that 3 bump toa paid out $182,602 66 for S ti inns. To this is added $24,025 02 for j eraet, making the balance against the Sta ?206,627 08. Contracts were made with ti Soberts Arms Company for the conversic of 5000 rifles at $8 85; with the Ben ington Arms Company for 5000 i 19; also, with the American Metall! Ammunition Company for one millio cartridges at $37 a thousand. These cot tracts amount to $126,250, but we find tho the payments made by Mr. Eimpton, upo these contracts, amount tb $144,327. Was it Mr. Pond or Go ver nor Scott who received this commission But the sum of $18,077 is only a small par of the cheat. Mr. Isaiah Woodbury wh< was, at different times, the treasurer of th? Roberts Arms Company and of the Amen can Ammunition Company, made affldavi before the Joint Investigating Committee that his company were famishing cartridge! to other parties at $31 a usand at th< lime that it was agreed to supply them tc the State at $37 a thousand. The committee also show that the price actually paid the Roberts Arms Company was $6 50 a gun, instead of $8 85; and it is doubtful whethei the Remingtons received more than $6 s gun. The American Ammunition Company gave receipts for $37,150 and only received $21,817. These different statements enable as to make an approximate estimate of the stealage in the matter of the State arms : Stealage of $2 35 upon 5000 guns of Roberts Arms Company.$11,750 Stealage of $3 upon 5009 guns of Rem? ington Arms Company.. 15,000 Commissions on one million cartridges, 13,172 Difference between the nominal amount of the three contracts, ($126,250,) and the amount ($144,327) charged the State for conversion of arms and for ammunition-. ;. . : v. :. 18,077 TOTAL STBALAGB.$57,999 We do not pretend to say who are the thieves. Mr. Hampton paid out tbe money upon the order ot his official superiors. The responsibility rests upon those who signed the drafts upon Mr. Eimpton, and upon those who received the money. It is the fashion in the Legislature to deride the report of the Joint Committee, bat it is plain that Comp? troller Neagle substantiates their most dam? aging assertions iL regard to the Sooth Car? olina Arms swindle. 4. The Land Commission account gives in detail the sums of money paid out by the Financial Agent. Among them we rind drafts to the order of Z. B. Oakes amount? ing to $120,752. Ex-Governor Orr received $4,400 and $17,020, and Joe Crews received $4,150. The total expenditures were $648, 855 82, and the interest at 7 per cent, is $63,223 57, making a total of $712,079 19. The whole resources of the Land Commis? sion were $700,000 in State bonds, and if these bonds were sold at an average of 50, which we doubt, the Land Commission have exceeded their means by at least $350,000. And, unless the Land Commission is terribly slandered, the property which it has pur? chased at a cost of $712,079 would not Bell to-day for a hundred thousand dollars. J The WaUree Bridge. Clarke and Baom, Special Com? missioners from Kershaw Conn ty, are now in Cbarleston; the object of their visit be? ing to obtain the assistance of the South Carolina Railroad Company ia making ar? rangements for tbe building of a bridge across the Wateree at Camden. Tbe com? missioners are empowered by Act of Assem? bly to issue county bonds and obtain the means required for the work, and, as the construction of the bridge will throw open to the South Carolina Railroad and to Cbarleston a large and wealthy section of Kershaw County, we sincerely hope their mis? sion will prove snccesBfai. We learn that the commissioners met with a cordial recep? tion, and expect to complete the negotia? tion and begin, bnilding at an early day.'
