Why This Is Thus : The Washington Chronicle is an adept in the art of misrepresentation. In a recent article upon the report ol the Radical Joint [ Committee of the Sooth Carolina Legisla* ture; it said : From our knowledge of the facts we ven? ture to say that this wnole voucher account Ia J an enormous misrepresentation. Even THE [ CHARLESTON NEWS, (Democratic) in speak? ing of the work of the committee, declares ..that "lt ls plain that their whole calculation ls "defective," and much of the report "very "hard to swallow.'' What THE NEWS did say was this : We have followed the statements of the committee, but it is plain that their whole cal? culation (of the amount in the hands of the financial Agent) is defective if the $2,200.000 of new bonus. Instead of being sold at seventy are for sale now at twenty-five dollars. * * # * . . The committee charge that Mr. Elmpton ad? mitted *. * * *. that he was directed 1 by the Financial Board not to make real but | fictitious entries. This statement is, we confess, very hard to swallow. It will be seen that the Chronicle bas de? liberately garbled the extracts, and separa? ted them from the context, so as to leave the impression upon the mind of the reader that THE NEWS regards the whole report of | the Joint Committee as defective and hard to swallow. We pointed out what we thought werf errors in particular passages, bot the report, in th? main, we believe to be a truthful exposition 0! the villanies of the Colombia Ring. The Chronicle is anxious to shield the robbers, partly, we s appose, because a fellow feeling makes it wondrous kind, and partly because State Treasurer Parker is one of its principal owners. A Radical Senator on Amnesty. In the United States Senate, Senator Sawyer, on the subject of a proposed amend? ment to the amnesty bill, said : "The amnesty bill was so important and urgent a measure of public policy that he did not want to have it embarrassed by any other measure, however meritorious In Itself. He believed that the great mistake in the recon? struction of the Southern States was the imposi? tion of any political disabilities, and that it toas due to that mistake that his State (South Carolina) had now a government that was a disgrace to the Bepublican parly and a scandal to the country before the civilized world. The senator from Massachusetts, in his zeal for equal rights, was seeking to tack his amend? ment on to this bill; but the colored people at the South, if they could be heard, would them? selves say to that senator: 'Give us amnesty first; we will be sure to get our rigbtp, sooner or later, under jour bill.'" The Land Commission Swindle. We may now sum np the principal charges of fraud and violation of law, made by the Radical Joint Committee, in their discussion of what they call that "outrageons and enor "mous swindle," the Land Commission. These are : L The Advisory Board, consisting of the j Governor, the Comptroller, the Treasurer, the Secretary of State and Attorney-General, Uve entire control, by law, over the opera? tions of the Land Commission. They ap? point the Land Commissioner, whom they may remove at pleasure, and who muBt be governed by their instructions. They fis the price which shall be paid by the Gom miesioner for land, and no purchase made without their consent is valid. It is their J dnty to see that the provisions of the law are complied with. They, b fact, are Tiade re-1 spbnsible for the rightful mana^ jeni of j the af airs of the Commission. 2. The law provides that the Land Com? missioner, appointed by the Advisory Board, shall give bond in the sum of $20,000; that the amount of lands purchased shall not ex? ceed the par value of the stock created for the purposes of the Commission; Matthe books and records of the Commissioner shall j be subject at all times to'the inspection of j the Advisory Board, and that the Land Com? missioner shall make, every year, .a detailed report of the transactions of his office. .In addition to these provisions, the Ordinance of the Reconstruction Convention, creating the Board of Land Comm issioner?; ?E?SM rate at which purchases or lands shall oe made to seventy-five per cent, of their as? certained value. 3. Not one of the protective provisions of I the Land Commission laws was complied with. The first commissioner, Senator C. P. Leslie, gave no bond and kept no books. No report whatever or the transactions of his office was made by him. Lands were bought at from double to ten times their value. A sum of $746,724, In money, was expended in purchasing lands,.while the whole resources of* the Commission were $700,000 in bonds of ths State. 4. When Land Commissioner Leslie was threatened with removal he dared the Ad? visory Board to turn him out. He at last consented to resign for a consideration of $50,000, all of which is declared to have come but of the Land Commission f?nde. 5. As the Advisory Board had the power of peremptory removal, they are responsible for any malpractices of whioh their agent, the Land Commissioner/ may have been guilty. 6. As the Advisory Board fix the prices at which land shall be sold, and as DO purchase made without their consent is valid, they are clearly and indisputably responsible for the swindling operations which have ended in the State paying $746,723 for 104,078 acres of bill and swamp, to one-half of which the State has no valid titles. We have printed, in l'ail, the statements of ] the Joint Committee covering these points, and may be able to throw some farther light upon the subject. Prices of Cotton. [From the New York Journal or Commerce.] We have been frequently asked to give the prices of cotton for some past period, and it is evident that a table setting lorth the highest and iowft points reached by this great staple during a series of years would possess no little interest for a large circle of readers. We have therefore compiled, wiih much care, the an? nexed exhibit, extending from 1825 to the close of the current year, giving the lowest and highest quotation of middling cotton in this market during the twelve months ending December 31st in each of the periods named. The lowest point lt has reached for fifty years was In the spring ol 1345. We recollect the date most distinctly. A gentleman living in New England had about four tnousand dollars to his credit in a Southern bank. He came to the writer and asked how it could be made available at his home, as he could not buy a bill of exchange except at a high rate, asd the bank notes were at a considerable discount. We suggested the* purchase of cotton as a re? mittance, remarking that lt was lower than it had been oe fore, or ever would be again In our time. He made the purchase at or about four cents a pound, shipped lt North, where lt Bold soon after arrival at or near nlnejcents a pound, thus more than doubling hJs capital. He ls not living now, or we should take this occasion to remind him that he never said "Thank you" lor the advice that delivered him from his dilemma. LOWEST AND HIGHEST PRICES OP MIDDLING UP?
